CONSUNJI, PE, DIRECTOR OF PUBLIC WORKS/CITY ENGINE R SUBJECT: AWARD CONTRACT TO THE LOS ANGELES CONSERVATION CORPS FOR THE PLANTING OF 540 TREES RECOMMENDATION That the City Council: 2. Authorize Mayor to execute the contract in a form acceptable by the City Attorney; and 3. Authorize Public Works Director/City Engineer to execute any change orders additional scope of work for this project deemed necessary or desirable up to approved budget. I W179= The City of Downey manages and maintains over 18,000 urban trees. These include trees located on street parkways, parks, medians and various City -owned facilities. The City has a varied tree canopy of several species that range in age from newly planted to well over 60 years. Each tree requires a different level of maintenance depending on size, maturity and species. The City does not have a tree management plan to address tree selection guidelines for urban areas and standard urban tree care. Such a plan would benefit the City by helping reduce long-term maintenance costs and providing a standard community tree palette. In December 2016, City staff submitted a California Department of Forestry and Fire Protection (CALFIRE) preliminary grant proposal for the development of an Urban Forest Management Plan (UFMP) and planting of 540 trees throughout the City. The planting of 540 trees was a requirement of the grant submittal. In March 2017, City staff was notified by CALFIRE that the City of Downey was selected to submit a full grant application and other related documents. Subsequently, on April 11, 2017, the City Council adopted Resolution No. 17-7707 authorizing staff to submit a grant application to CALFIRE for the preparation of the UFMP and planting of 540 trees. In May 2017, City staff was notified that the City's grant application was selected for funding in the amount of $379,750. 0 CALFIRE GRANT TREE PLANTING PROJECT THE LOS ANGELES CONSERVATION CORPS FOR THE PLANTING OF 540 TREES October 22, 2019 As required by the CALFIRE grant, the City needs to prepare and adopt an UFMP and plant 540 trees throughout the City. The development and preparation of the UFMP is well underway and staff is anticipating that the UFMP will be ready for City Council presentation and consideration in February or March 2020. For the tree planting component, City staff solicited bids from the following contractors' Contractor Bid Amount $192,796�96 __�_1_94,540.00 I The lowest responsible bidder was Los Angeles Conservation Corps in the amount of $192,796.96. The Los Angeles Conservation Corps has satisfactorily completed similar projects for the Cities of Artesia, Carson, Compton, and Los Angeles and Los Angeles County Department of Public Works, Its references have been checked and were satisfactory. As specified in the grant, the trees that will be planted are as follows: All tree species are on the CALFIRE approved list of trees and are included in the iTree Streets inventory. Some of the benefits of planting trees include improved water quality, improved air quality, improved public health, enhanced active transportation, reduced vehicle miles travelled, reduced storm water, improved urban forest management, increased urban canopy, and increased property values. City staff is in the process of compiling a list of residents and property owners who want a tree planted in front of their property as part of this project. Staff will be advertising this tree planting project and will have sign-up sheets at City events, through social media and posting on the City website. The list will be on a "first come, first served" basis. Staff is anticipating that planting will start in December 2019 and will be completed by the end of March 2020.
