Vice Chair Duarte called the May 1, 2019, Regular Meeting of the Planning Commission to order at 6:31
p.m., at Downey City Hall, 11111 Brookshire Avenue, Downey, CA. After the flag salute, Secretary
Cavanagh called roll.

PUBLIC HEARINGS:
1. PLN -19-00039 (Special Event Permit): Vice Chair Duarte opened the public hearing for PLN -19-00039
and Ms. Cavanagh affirmed proof of publication.
Assistant Planner Madalyn Welch presented the request for a Special Event Permit for a Carnival at Downey
High School. Assistant Planner Welch stated the eighth annual event will take place on the school parking lot
on Friday, May 24, 2019, from 5:00 p.m. to 11:00 p.m.; Saturday, May 25, 2019, from 1:00 p.m. to 11:00
p.m.; Sunday, May 26, 2019, from 1:00 p.m. to 11:00 p.m. and Monday, May 27, 2019, from 1:00 p.m. to
10:00 p.m. Assistant Planner Welch reviewed the subject site and surroundings, the carnival site plan,
anticipated attendance, parking, access points, set up and tear down and the and surrounding uses which
consist mainly of residential. The carnival includes rides, Ferris wheel, giant slide, fun house, game booths,
and food booths serving non-alcoholic beverages. There will be no live entertainment or amplified music.
Due to issues with parking and trash in previous years' events, Marbel Avenue will be closed off to the public
with a Police Officer monitoring access to residents during carnival hours. This application was presented to
the Development Review Committee at which time the Downey Police Department provided the condition
that includes two (2) Downey Police Officers from 5:00 p.m. -11:00 p.m. of the event, six (6) security guards
on site during all hours of the event, and one (1) Downey Police Officer at Marbel Avenue during all hours of
the event. The Fire Department stated that permits are required for the proposed rides and tents. The

Public Works Department identified that trash receptacles are required throughout the carnival area for trash
generated from the event. Conditions of Approval were included in the proposed Resolution to address these,
comments and concerns
Vice Chair Duarte asked Assistant Planner Welch if the event was always a four-day festival. Assistant
Planner Welch stated a three-day event was held in 2017.

Applicant Mary Laurer, 11040 Brookshire Avenue, Downey CA, stated the carnival was held at Columbus
High School last year and brought back to Downey High School due to a low attendance.

Staff gave recommendation to approve the request for a Special Event Permit (PLN -19-00039).
Vice Chair Duarte closed the public hearing.
The Commissioners spoke in favor of the event.
It was moved by Commissioner Frometa, seconded by Commissioner Owens, and passed by a 3-0-2 vote,
with Chair Dominguez and Commissioner Spathopoulos absent, to adopt Resolution 19-3088, thereby
approving the request for a Special Event Permit (PLN -19-00039).
NON -AGENDA PUBLIC COMMENTS: None.
Director of Community Development Schindler informed the Commission, approval of the June 20, 2018,
Minutes is continued to the May 15, 2019 hearing, due to a lack of quorum.
CONSENT CALENDAR ITEMS:
2. Approval of the Minutes from 05-16-18
It was moved by Commissioner Owens and seconded by Vice Chair Duarte, and passed by a 3-2 vote, with
Chair Dominguez and Commissioner Spathopoulos absent, to approve the May 16, 2018, Minutes.
3. Approval of the Minutes from 05-20-18
Continued to May 15, 2019, hearing due to lack of quorum.
OTHER BUSINESS: None.
STAFF MEMBER COMMENTS: None.
ADJOURNMENT: Vice Duarte adjourned the meeting at 6:48 p.m., to Wednesday, May 15, 2019, at 6:30
p.m., at Downey City Hall, 11111 Brookshire Ave.
