SUBJECT: UNSCHEDULED PURCHASE REQUEST FOR POLICE SERVICE DOG
That the City Council authorize $35,000 from the approved Downey Police Department 2019-
2020 budget to purchase a Police Service Dog, to train the dog and the handler, and to
purchase related equipment.
In 2013, the Downey Police Department re-established the dual-purpose Police ervce og
Program with the purchase of "Dasha Belgian Malinois. As a dual-purpose Police Service Dog,
Dash was trained in narcotics detection and suspect apprehension. The program has grown to a
total of 4 dual-purpose dogs with the additions of "Dani," a Dutch Shepard, "Zeke," a Belgian
Malinois, and "Rexa German Shepard.
On June 3, 2019, Canine "Dash" medically retired, as a Police Service Dog, and the department
added Canine "Holtz," a Belgian Malinois. On July 15, 2019, Canine "Danipassed away due to
an unforeseen medical condition.

the passing of "Dani" we would request to purchase a new Poli�e Service Dog.
The advantages of keeping the Downey Police Department's Police Service Dog Program at four
dual-purpose dogs include, but are not limited, to the following:
• Maintaining enhanced officer safety by the dog's unique ability to detect and locate a
hidden suspect.
• Decreased chance of a physical confrontation between the officer and the suspect
because the dog's presence encourages the suspect's cooperation, which increases
safety for officers, citizens and suspects.
• Deterrent to criminal behavior.
• Efficiency in locating narcotics and suspect&
• Increased number of apprehensions.
• Reduction in the amount of personnel time spent searching for suspects.
