CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINES$ DATE: OCTOBER 8, 2019 SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS FOR FY 2019/20 SLURRY SEAL PROJECT DISTRICT 4, CAPITAL IMPROVEMENT PROJECT O. 20-02 — ----------- RECOMMENDATION That the City Council approve the plans and specifications and authorize solicitation for construction bids for FY 2019/20 Slurry Seal Project District 4, Capital Improvement Project No. 20-02. The slurry seal program is designed to seal aged asphalt concrete pavement and extend its life on various streets throughout the City an average of five to seven years. A slurry seal program is an effective means of preserving asphalt pavement surfaces by avoiding and/or deferring more extensive and costly pavement rehabilitation methods such as asphalt overlay and/or reconstruction. In order to implement a citywide systematic and efficient slurry seal program, the City has been divided into a four-year cycle covering one of the four areas each year. Over the last three years, street segments in Council Districts 1, 2 and 3 were slurry sealed (Attachment A). This year, staff is proposing to slurry seal street segments in Council District 4. The street segments selected for slurry seal were based on the condition of the existing pavement as prioritized by the City's Pavement Management Information System (PMIS), field observations and available funding. The PMIS serves as a comprehensive planning tool that facilitates technical analysis and allows for a systematic approach to identify cost-effective means for maintaining the citywide roadway system in the most efficient and strategic manner. The City's PMIS evaluates, ranks, and prioritizes each street segment based on pavement surface conditions (i.e. cracking, rutting, and roughness), pavement structural strength and subgrade stability and provides numerical criteria necessary to ensure the most appropriate paving application for maintenance is selected. DISCUSSION Staff has completed the preparation of plans, specifications, and cost estimate for the FY 2019/20 Slurry Seal Project District 4 and this project is now ready for solicitation of construction bids (Attachment B). A total of 35 street segments in City Council District 4 covering a total of approximately six centerline miles (31,901 linear feet) of roadway have been selected for this project. The streets and limits are shown on the attached Project Street List (Attachment C) and Project Location Map (Attachment D). CAPITAL IMPROVEMENT PROJECT NO. 20-02 FY 2019/20 SLURRY SEAL PROJECT DISTRICT 4 OCTOBER 8, 2019 PAGE 2 The work consists of sealing cracks in the asphalt pavement, applying emulsified Type I slurry seal coat to the pavement surface; crack sealing; replacement of traffic striping, pavement markings, and raised pavement markers; and appurtenant work. Some street segments will also require removal and replacement of asphalt pavement at certain locations, which will be handled independently of this project by City maintenance crews prior to application of slurry seal. Construction is anticipated to begin in January 2020 and be completed by March 2020.
