SUBJECT- ACCEPTANCE OF WORK FOR THE FY 2018/2019 RESIDENTIAL STREETS
PAVEMENT REHABILITATION PROJECT, CAPITAL IMPROVEMENT PROJECT
NO. 19-13
That the City Council:
11Accept work for the FY 2018/2019 Residential Streets Pavement Rehabilitation,
Capital Improvement Project No. 19-13;
2. Approve final construction contract amount of $2,097,536.36;
3. Approve the carry -forward appropriation amounts of $178,009 in Senate Bill 1 (SB1)
funds and $905,872 in Vehicle Impact Fee funds budgeted in the FY 2018/2019
Capital Improvement Program; and
4. Authorize Public Works Director/City Engineer to file Notice of Completion with the
Los Angeles County Recorder's office.

On February 26, 2019, the City Council approved the plans and specifications (Attachment A)
for the FY 2018/2019 Residential Streets Pavement Rehabilitation Project and granted authority
to advertise for bids. On April 23, 2019, the City Council awarded a construction contract in the
amount of $2,175,910 to Hardy & Harper, Incorporated. On June 3, 2019, work commenced
and was completed on September 27, 2019.
Under the Residential Street Pavement Rehabilitation Project, 43 street segments
(approximately 5.5 roadway miles) were resurfaced and/or reconstructed. The improvements
included rehabilitation and reconstruction of failed pavement areas; removal and reconstruction
of asphalt concrete base course adjacent to concrete gutters; cold milling of asphalt pavement;
installation of asphalt concrete leveling course and asphalt rubber hot mix pavement overlay;
adjustment of utility manholes and valve covers to grade; and installation of pavement striping
and markings. In addition, uplifted, damaged or substandard curb, gutter, cross gutters,
sidewalk, driveway approaches and curb ramps were repaired as part of this project.

As such, the FY 2018/2019 Residential Streets Pavement Rehabilitation Project has been
completed in accordance with the approved plans and specifications and staff recommends that
the City Council accept the project as complete.
Quality of Life, Infrastructure & Parks
The final cost of the construction contract, including the base contract amount, net decrease in
contract quantities and one change order was $2,097,536.36. The total project cost was
$2,282,704.34, which included design, construction, inspection,_ materials testing, engineering
and contract administration.
The total project cost is broken down as follows;
In the FY 2018/19 Capital Improvement Program, this project was funded from SB1 funds in the
amount of $900,000 and Vehicle Impact Fee funds in the amount of $1,595,000 under Account
Nos. 32-1-6764 and 38-1-6764, respectively. As this project was carried -forward to FY 2019/20, -
the projected balances for the SB1 and Vehicle Impact Fee funds were estimated at $350,000
and $650,000, respectively, which were the amounts budgeted in the FY 2019/20 Capital
Improvement Program. However, after reconciliation of FY 2018/19 expenditures, it was
discovered that the project balances were actually $528,009 and $1,555,872 for the respective
accounts.
Therefore, in order to balance the accounting for this project, carry -forward appropriations in
amounts of $178,009 of SB1 and $905,872 of Vehicle Impact Fee funds are required to cover
the project costs.
With the carry -forward appropriations, sufficient Capital Improvement Program funds are
available to cover the total project cost as shown in the following table:
