ADOPT ORDINANCE NO. 19-______, AN INTERIM URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY EXTENDING INTERIM URGENCY ORDINANCE NO. 18- 1404 FOR AN ADDITIONAL 12 MONTHS THEREBY CONTINUING A TEMPORARY MORATORIUM ON SUBDIVIDING LARGE PARCELS (20,000 SQUARE FEET AND LARGER) IN THE R-1 ZONE: Community Development. NON-AGENDA PUBLIC COMMENT This portion provides an opportunity for the public to address the Council on items within the jurisdiction of the Council and not listed on the agenda. Removed items will be considered following approval of the Consent Calendar. 2. APPROVE MINUTES: Regular Meeting of September 24, 2019: City Clerk. 3. WARRANTS ISSUED: Warrant Nos. 337260 – 337651; Payroll Wire Nos. 30003916 (dated 9/13/19, posted 9/20/19) and 30003921 – 30003923; and, Manual Wire Nos. 1913 – 1915 in the total amount of $3,488,334.16: Finance. 4. ACCEPT WORK FOR THE CITYWIDE PAVEMENT RESTRIPING; APPROVE FINAL CONTRACT AMOUNT OF $46,960.27; AND, AUTHORIZE THE PUBLIC WORKS DIRECTOR/CITY ENGINEER TO FILE THE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 18-06): Public Works. 5. ACCEPT WORK FOR THE FY 2018/2019 RESIDENTIAL STREETS PAVEMENT REHABILITATION; APPROVE FINAL CONSTRUCTION CONTRACT AMOUNT OF $2,097,536.36; APPROVE THE CARRY-FORWARD APPROPRIATION AMOUNTS OF $178,009 IN SENATE BILL 1 (SB1) FUNDS AND $905,872 IN VEHICLE IMPACT FEE FUNDS BUDGETED IN THE FY 2018/2019 CAPITAL IMPROVEMENT PROGRAM; AND, AUTHORIZE PUBLIC WORKS DIRECTOR/CITY ENGINEER TO FILE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 19-13): Public Works. 6. APPROVE THE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR CONSTRUCTION BIDS FOR FY 2019/20 SLURRY SEAL PROJECT DISTRICT 4 (CAPITAL IMPROVEMENT PROJECT NO. 20-02): Public Works. 7. ACCEPT WORK FOR 4TH PLACE WATER MAIN EXTENSION; APPROVE THE FINAL CONSTRUCTION CONTRACT IN THE AMOUNT OF $54,050; AND, AUTHORIZE THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO FILE THE NOTICE OF COMPLETION (MISCELLANEOUS PROJECT NO. 343): Public Works. 8. AUTHORIZE $35,000 FROM THE APPROVED DOWNEY POLICE DEPARTMENT 2019-2020 BUDGET TO PURCHASE A POLICE SERVICE DOG, TO TRAIN THE DOG AND THE HANDLER, AND TO PURCHASE RELATED EQUIPMENT: Police. 9. ADOPT RESOLUTION NO. 19-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE DESTRUCTION OF CERTAIN OBSOLETE RECORDS OF THE PARKS AND RECREATION DEPARTMENT: Parks And Recreation. 10. ADOPT RESOLUTION NO. 19-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE APPOINTMENT OF HALEY GUERRA HESSLER TO THE GREEN TASK FORCE FOR COUNCIL DISTRICT 3: Mayor Rodriguez. 3 11. ACCEPT $300,000 IN SELECTIVE TRAFFIC ENFORCEMENT PROGRAM FUNDS FOR FISCAL YEAR 2019-2020 FROM THE STATE OF CALIFORNIA - OFFICE OF TRAFFIC SAFETY: Police. 12. APPROVE AND ADOPT THE UPDATED CITYWIDE LANGUAGE ACCESS PLAN AND THE CITY OF DOWNEY TITLE VI PROGRAM-TRANSIT: Administration. 13. APPROVE THE STREET CLOSURE PERMIT APPLICATION SUBMITTED BY THE DOWNEY POLICE OFFICERS ASSOCIATION AND FRIENDS OF THE DOWNEY POLICE K9 FOUNDATION FOR LANE CLOSURES ON COLUMBIA WAY, LAKEWOOD BLVD., BELLFLOWER BLVD., AND CONGRESSMAN STEVE HORN WAY FOR A "5K FOR 5 KING RUN," IN HONOR OF FALLEN DOWNEY POLICE OFFICER RICARDO "RICKY" GALVEZ: Administration. 14. APPROVE THE APPOINTMENT OF SIX APPLICANTS TO THE 2019-20 DOWNEY YOUTH COMMISSION: Administration. 17. WAIVE ADMISSION FEES TO THE COLUMBIA MEMORIAL SPACE CENTER FOR ALL GUESTS ON OCTOBER 23, 2019, TO CELEBRATE THE SPACE CENTER’S 10TH ANNIVERSARY: CMSC. ADMINISTRATIVE REPORT 18. DISCUSS AND PROVIDE DIRECTION TO CITY ATTORNEY ON THE PREPARATION OF BALLOT MATERIALS FOR A TRANSIENT OCCUPANCY TAX; AND, AUTHORIZE THE CITY MANAGER TO ISSUE A REQUEST FOR QUALIFICATIONS FOR COMMUNITY OUTREACH SERVICES: Administration.
