APPEARANCE OF SIGNS FOR A MULTI-TENANT COMMERCIAL
CENTER
LOCATION: 10317-10411 LAKEWOOD BOULEVARD
ZONING: C-1 (NEIGHBORHOOD COMMERCIAL)
REPORT SUMMARY
The proposed Planned Sign Program (PLN-18-00047) is a request for a sign program to
establish sign standards for a multi-tenant commercial center regarding the number, location,
and appearance of wall signs, a freestanding sign, hanging blade signs, and a monument sign.
Based on the analysis contained within this report, staff is recommending the Planning
Commission adopt the following titled resolution:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
DOWNEY APPROVING PLANNED SIGN PROGRAM (PLN-18-00047),
REGULATING THE SIZE, LOCATION, AND APPEARANCE OF SIGNS FOR A
MULTI-TENANT COMMERCIAL CENTER, LOCATED AT 10317-10411
LAKEWOOD BOULEVARD, AND ZONED C-1 (NEIGHBORHOOD
COMMERCIAL)
BACKGROUND
The 105,554 square-foot commercial property is located on the west side of Lakewood
Boulevard between Florence Avenue and Cherokee Drive. The site is zoned C-1 (Neighborhood
Commercial) with a General Plan Land Use Designation of General Commercial. The property is
currently developed with a multi-tenant commercial building that contains fifteen (15) tenant
spaces, a two-tenant commercial building with a yoga studio and a United States Postal Office,
as well as a freestanding building that is currently vacant located on the north side of the
parking lot. This property contains 143 parking spaces and two access points onto the property,
both from Lakewood Boulevard.

The surrounding businesses include a commercial center to the north, single family residential
to the east (across Lakewood Boulevard), a medical building to the south, and single family
residential to the west. On April 23, 2018, Mark Eiland, a representative of Best Sign Products,
Inc., submitted an application (PLN-18-00047) on behalf of the property owner, requesting approval
of a Planned Sign Program regarding the size, location, and appearance of the signs for the
commercial center. On May 23, 2018, the application was deemed incomplete. The revised sign
program was re-submitted on January 1, 2019 and was subsequently deemed incomplete on
January 31, 2019. On August 8, 2019, the revised sign program was re-submitted. Staff completed
its review of the application and deemed it complete on August 27, 2019. On September 19, 2019,
staff mailed a notice of the pending public hearing to all property owners within 500 feet of the
subject site and the notice was published in the Downey Patriot.
DISCUSSION/ANALYSIS
Downey Municipal Code Section 9610.04 states that a Planned Sign Program shall be required for
any site having three (3) or more nonresidential tenants and shall be approved by the Planning
Commission before any sign permit is issued. The purpose of the Planned Sign Program is to
enhance the overall appearance of the center.

The applicant is proposing a variety of signage for the subject site through the Planned Sign
Program, all of which will comply with sign standards per the Downey Municipal Code. The table
below identifies the various types of signage, the development standard, as well as the allowed
location for each sign within the center.

Wall signs will be mounted so as to be centered above each tenant space and will be permitted
a maximum of 1.5 square feet of sign area for each lineal foot of the width of the tenant space.
The sign height may vary between 24-36 inches to allow for variation in the layout of the sign.
The sign width may vary, but the maximum sign copy area shall be 75 percent of the sign area,
and all signs will have a depth of 5-inches.
Hanging blade signs will be provided within the covered walkway of the multi-tenant building to
provide pedestrian visibility in front of each tenant space. The hanging blade signs are non-
illuminated and designed at a standard size of 3.5 square feet. All hanging blade signs will have
a uniform shape with a white face black outline and black letters.
The existing freestanding sign will be modified with a new design, including an updated name for
the center, and room for four (4) aluminum panels with cut out letters to display tenant business
names. The sign will be internally illuminated, 20-feet tall and 6.21-feet wide with a total sign area
of 42.68 square feet. The colors will consist of bronze and gray shades as listed in the proposed
Planned Sign Program. A new monument sign is proposed in front of the freestanding building
along Lakewood Boulevard on the northern end of the subject site. The monument sign will be
6.88-feet tall and 6.21-feet wide for a total sign area of 42.68 square feet. The monument sign will
be internally illuminated panels designed to match the freestanding sign.
DEVELOPMENT REVIEW COMMITTEE
The proposed project did not require a review from the Development Review Committee (DRC).
However, staff presented the proposed project to the Building & Safety Department for their
recommendations and standard conditions were received.

ENVIRONMENTAL ANALYSIS
Staff has reviewed the proposed use in compliance with the California Environmental Quality Act
(CEQA) Guidelines and determined that it is categorically exempt from CEQA, pursuant to
Guideline Section No. 15311 (Class 11, Accessory Structures).
FINDINGS
Pursuant to the requirements of the Municipal Code Section 9610.06 (Planned Sign Program), the
Planning Commission must make the following findings to approve the request:
1. The proposed signs are permitted within the zone and they comply with all
applicable provisions of this chapter, the General Plan, and any other applicable
standards.
The subject commercial property is located within the C-1, Neighborhood Commercial
zone, which permits awning signs, exempt signs, freestanding signs, hanging signs,
marquee signs, monument signs, projecting signs, temporary signs and wall signs. The
proposed Planned Sign Program regulates the appearance of signs and limits the
number of wall signs for each tenant space. The total allowable wall sign area for each
tenant will not exceed 1.5 square feet for each lineal foot of the width of the tenant space
and shall have a maximum sign copy area of 75 percent of sign area. All proposed wall
sign square footage will comply with the maximum allowable sign area permitted by the
Municipal Code. Approval of this Planned Sign Program modification will comply with
policy 8.3.1 of the General Plan, which calls for the enhancement of the views of
property from public streets by exhibiting outstanding signage. The Planned Sign
Program will comply with all of the applicable provisions of Chapter 6 (signs) of the
Zoning Code.
2. The signs are in proper proportion to the structure or site on which it is located.
The proposed illuminated, channel letter wall signs will be well spaced and in proper
proportion to the building façades of the tenant space. The letter height of all wall signs
is limited to a height of 24-36 inches. The applicant is encouraging the tenants of the center
to use creative signage that represents each business individually. It is staff’s opinion that
the design of the new wall signs will complement the commercial center with consistency
in size and relativity with the nature of business or service, but also with creativeness
within each sign. The freestanding sign will also conform to height and sign area
requirements as set forth in section 9618.04 of the Downey zoning code.
3. The sign’s material, color, texture, size, shape, height, and placement are
compatible with the design of the structure(s), property, and neighborhood of
which it is a part.
The proposed wall signs include 5” deep, acrylic, dual illuminated channel letters that will
be mounted onto building fabrication of stucco. Staff believes that the size and height have
been found to be compatible with the existing building and architecturally enhance the
property. The planned sign program will allow flexibility in regards to the font, color, and
logos of each channel letter sign. The lettering and logo should be relative to the nature of
the business or service. The neighborhood is commercially developed, and both the height

and location of the wall, freestanding, monument, and hanging signs will not negatively
impact the surrounding businesses.
4. The sign’s illumination are at the lowest reasonable level as determined by the
City Planner, which ensures adequate identification and readability, and is
directed solely at the sign or is internal to it.
All new wall, freestanding, and monument signs shall include LED illumination in order to
reduce the brightness of the signs. The illumination shall have flexibility of front lit, back lit,
or both. The project has been conditioned to ensure that the LEDs and power supplies will
be enclosed behind the channel letters attached to the wall. All signage is directed away
from the abutting residential properties, therefore reducing any negative impact through the
illumination.
5. The signs are not detrimental to the public interest, health, safety, or welfare.
The proposed illuminated wall signs will be mounted at a sufficient height and location and
will not affect pedestrian/vehicle access. The individual letters will affix safely to the existing
stucco and wood façade. The handing signs will be placed at a height that is not interfering
with the path of travel or the entrances into the tenant spaces. The freestanding sign will be
located out of the drive aisle and will not negatively impact the egress and ingress of traffic
from Lakewood Boulevard. The monument sign will be less than 7-feet tall, which will not
impact the point of sight for traffic entering and exiting the site. Therefore, it will not create a
detrimental impact to the public interest, health, safety, and/or welfare. All signs installed
shall be in conformance to local and state electrical standards and be properly permitted.
6. The sign complies with Section 9624, Lighting and Design Standards.
All proposed signs on the building will be illuminated using LED light units. The signs will
not conflict with Downey Municipal Code Section 9624. Additionally, illuminated signs will
be at least 100 feet away from all residentially zoned properties.
CORRESPONDENCE
As of the date that this report was printed, staff has not received any correspondence regarding
this matter.
CONCLUSION
Based on the analysis contained within this report, the proposed Planned Sign Program will create
aesthetically pleasing identification for the building. The proposed signs will not create a significant
adverse impact to the surrounding area. Furthermore, all six (6) findings required to approve a
Planned Sign Program can be made in a positive manner. As such, staff recommends that the
Planning Commission approve the Planned Sign Program (PLN-18-00047), subject to the
conditions of approval.
