SUBJECT' ACCEPTANCE OF WORK FOR THE MAINTENANCE PAD FOR FIRE TRUCKS
PROJECT — CAPITAL IMPROVEMENT PROJECT NO. 19-37-01A, B AND C
RECOMMENDATION
That the City Council:
1 Accept work for the Maintenance Pad for Fire Trucks Project under Capital
Improvement Project Nos. 19-37-01A, B and C;
Z Approve final construction contract amounts of $39,432.60 for the reinforced
concrete pad, $31,112.37 for new electrical system and $12,141.20 for relocation of
canopy cover; and
3. Authorize Public Works Director/City Engineer to file Notice of Completion with the
Los Angeles County Recorder's office.
On May 14, 2019, the City Council approved the plans and specifications and authorized
implementation and construction of the Maintenance Pad for Fire Trucks Project at the City's
Maintenance Yard as part of the relocation of Fire Department fleet maintenance operations. In
addition, the City Council authorized the City Manager to execute contract agreements for this
project in a form acceptable by City Attorney.
The work on the project consisted of construction of a structural reinforced concrete pad in order
to accommodate and support heavy loads of fire apparatus and equipment and related asphalt
pavement work; construction of a new electrical system to provide electrical power for fleet
maintenance needs; and relocation of existing canopy cover from Fire Station No. 1 to the City's
Maintenance Yard.
To expedite construction of the maintenance pad for fire trucks, staff solicited bids through an
informal bid process. For the construction of the reinforced concrete pad and asphalt pavement
work, staff solicited informal bids from eight concrete contractors and bid results were as
follows:

Three contractors called to inform staff that they were too busy to submit a bid while three
contractors did not submit bids. Of the two bids received, the low bidder, Allied Paving
Company could not meet the schedule to start construction of the maintenance pad as indicated
in the solicitation of the bid, therefore the work was awarded to CJ Concrete Construction. CJ
Concrete Construction satisfactorily completed the construction of the maintenance pad and
asphalt pavement work for a total cost of $39,432.60.
For the installation of a new electrical system for the fleet maintenance needs, staff solicited
informal bids from nine electrical contractors and bid results were as follows:

Three contractors submitted bid proposals while six contractors did not submit bids. Of the
three bids received, the low bidder was PMK Professional, Inc. and the work was awarded to
them. PMK Professional, Inc. satisfactorily completed the installation of a new electrical system
During construction, an increase in contract quantities was approved due to modifications of the
design and one contract change order was approved in the amount of $4,619.37. Therefore,
the total cost of installation of a new electrical system was $31,112.37.
For the relocation of the existing canopy cover from Fire Station No. 1 to the City's Maintenance
Yard, staff solicited informal bids from seven contractors and bid results were as follows:

Only one contractor submitted a bid proposal and the work was awarded to Niche Builders, Inc,
They satisfactorily relocated the existing canopy cover to the City's Maintenance Yard. The
total cost for relocation of the existing canopy cover was $12,141.20.
As such, the Maintenance Pad for Fire Trucks Project has been completed in accordance with
the approved plans and specifications and staff recommends that the City Council accept the
project as complete.
Quality of Life, Infrastructure & Parks
The final total construction cost for the three informal projects was $82,686.17. The total final
cost of the project is $109,202.57, which includes design, construction, City furnished materials,
construction management & inspection, construction engineering and contract administration.
The total project cost is broken down as follows:
Sufficient Capital Improvement Program funds are available to cover the total project cost as
shown in the following table:
