W" 01981 J1 F11 0 UA ej:q J1 I =1 0 1 W• —• — 71NT611111�0 Ll The existing Memorandum of Understanding (MOU) between the City of Downey and the Downey Police Management Association (DPMA) was approved on November 28, 2017 and is due to expire on June 30, 2020. Included in Article XXIV of the MOU, was a reopener provision to meet and confer regarding the addition of 25 year longevity pay during the term of the agreement. On August 21, 2019, staff reached agreement with the DPMA on a contract provision to implement 25 year longevity pay. This provision will add longevity for association members with 25 years or more of service in the following amounts: Police Lieutenants 11.402%; Police Captains 3%. The attached Side Letter of Agreement is a product of a negotiation process involving the DPMA and City management representatives. This process was completed in accordance with State law and the City's Personnel Rules and Regulations. Fiscal Responsibility F11�111�1� Terms of the proposed Side Letter of Agreement will increase costs by approximately $28,376 for FY 2019/20. Sufficient funding exists in the 19/20 FY budget. ABSENT: Council Membe ABSTAIN, Council_ • _ MARIA + DUARTE, CMC City Clerk ATTACHMENT LETTER OF AGREEMENT TO THE 2017-2020 MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DOWNEY AND THE DOWNEY POLICE MANAGEMENT ASSOCIATION EFFECTIVE: 9/10/19 This letter memorializes an agreement reached between the City of Downey ("City") and the Downey Public Police Management Association ("DPMA") to change the 2017-2020 Memorandum of Understanding ("MOU") entered into between the City and DPMA. All other terms and conditions of the existing MOU shall remain in full force and effect. The changes are as follows: A. Eligibility for Longevity Pay. Police Captains. Effective the pay period that includes September 10, 2019, Police Captains with twenty-five (25) years of service shall be eligible to receive a longevity pay adjustment of three percent (3%). C. Twenty-five (25) year longevity pay shall be excluded from the compounding method of calculation outline in Article 111, Section 6. Calculating the Value of Special Compensation (Spec Comp.).
