E -R ' • OFFICE OF DATE: SEPTEMBER IMPROVEMENTSUBJECT: AWARD CONSTRUCTION CONTRACT FOR BROOKSHIRE AVENUE AT EVEREST STREET TRAFFIC SAFETY ENHANCEMENTS, CAPITAL PROJECT NO.20-29 That the City Council: 1) Award construction contract in the amount of $53,445 to California Professional Engineering, Inc.for the Brookshire Avenue at Everest Street Traffic Safety Enhancements, Capital Improvement Project No. 20-29 2) Authorize Public Works Director/ City Engineer to execute any change orders or additional scope -of -work for this project deemed necessary or desirable up to the approved project budget. The City received a request to enhance traffic safety at the Brookshire Avenue and Everest Street intersection (Attachment "A"). Staff retained the services of an engineering consultant to evaluate the existing conditions at the intersection to determine what measures, if any, could be implemented in order to enhance overall traffic safety at this location. Brookshire Avenue is a four -lane minor arterial with an average daily traffic volume of approximately 12,000 vehicles per day and a posted speed limit of 40 MPH. On -street parking is provided on both sides of Brookshire Avenue in the vicinity of Everest Street and no separate left -turn lanes are provided. Everest Street is a two-lane local residential street with an average daily traffic volume of approximately 700 vehicles per day and a statutory speed limit of 25 MPH. Brookshire Avenue has a mild horizontal curve at its approaches to Everest Street. Brookshire Park is located near the southeast corner of the intersection. In addition, Sussman Middle School is located approximately 750 feet east of the subject intersection on Everest Street at Birchdale Avenue. A marked white "ladder" crosswalk is currently in-place on the south side of the intersection which serves to concentrate pedestrian crossings across Brookshire Avenue at its intersection with Everest Street for persons walking to and from Brookshire Park and school-age children walking to and from Sussman Middle School. Supplementary flashing warning beacons mounted on overhead mast arms (Attachment "B") along Brookshire Avenue in advance of Everest Street activated by pedestrian detection, warning signs and pavement markings to augment the crosswalk and to heighten motorist awareness of the possible presence of pedestrians are currently in-place at the intersection. CAPITAL IMPROVEMENT PROJECT NO. 20-29 BROOKSHIRE AVENUE AT EVEREST STREET TRAFFIC SAFETY ENHANCEMENTS PROJECT SEPTEMBER 10, 2019 PAGE 2 The evaluation conducted by the City's consultant at the Brookshire Avenue and Everest Street intersection concluded that overall traffic safety could be enhanced at this location if the existing flashing warning beacons were upgraded with the newer style rectangular rapid flashing beacons (RRFBs)( Attachment "C"), which flash in a rapid on-off pattern and, hence, are more effective in capturing motorists' attention compared to the traditional flashing beacons currently in-place which flash in a slower on-off pattern. In addition to replacing the existing overhead warning beacons located in advance of the intersection, new RRFBs will also be installed on Brookshire Avenue at Everest Street, facing both northbound and southbound directions, at the southwest and southeast corners of the intersection immediately adjacent to either side of the crosswalk. The existing warning signs will be replaced with new fluorescent yellow -green school crossing warning signs and new yellow school pavement markings will be installed in place of the existing markings. New "yield" condition symbol limit lines and supplementary pavement markings will also be installed on Brookshire Avenue in both directions immediately before the crosswalk to reinforce the need for motorists to yield the right-of-way to pedestrians crossing Brookshire Avenue within the crosswalk. Since Sussman Middle School is located within 2,800 feet of the Brookshire Avenue at Everest Street intersection, there are no intervening yellow school crosswalks between the intersection and the school other than those located immediately contiguous to the school grounds and traffic safety could be enhanced for children walking to and from the school campus across Brookshire Avenue at Everest Street by installing a yellow "school" vs. a white conventional crosswalk. Consequently the new crosswalk and supplementary pavement markings augmenting the crosswalk at the subject intersection will be marked in yellow in accordance with the California Vehicle Code and state guidelines for traffic control devices. Fr • The scope -of -work for this project will generally include the following improvements: • Upgrading of the existing flashing warning beacons with a new rapid rectangular flashing beacon (RRFB) system • Replacement of all existing pedestrian crossing warning signs with fluorescent yellow - green school crossing warning signs • Replacement of existing white "ladder" crosswalk on the south side of the intersection with a yellow school "ladder" crosswalk with yield symbol limit lines and supplementary "SLOW SCHOOL XING" and "WAIT HERE" pavement markings • Reconstruction of the curb ramps on the southwest and southeast corners • Installation of LED safety lighting on the southwest corner. On July 23, 2019, City Council approved the plans and specifications (Attachement D) and authorized staff to advertise for bids. CAPITAL IMPROVEMENT PROJECT NO. 20-29 BROOKSHIRE AVENUE AT EVEREST STREET TRAFFIC SAFETY ENHANCEMENTS PROJECT SEPTEMBER 10, 2019 PAGE 3 The project was advertised in the Downey Patriot on August 1, 2019 and August 8, 2019 and was posted on Planet Bids on August 1, 2019 as well as published in various trade publications. On August 22, 2019, the City Clerk received and publicly opened nine bids ranging from $53,445 to $87,125. Los Angeles, CA $87,125 The lowest responsive and responsible bid in the amount of $53,445 was submitted by California Professional Engineering, Inc. of La Puente, California as shown in the attached bid summary (Attachment "E"). California Professional Engineering, Inc. has satisfactorily completed similar projects for the Cities of Downey, Fontana, Pasadena, Fountain Valley and Caltrans Districts 9 and 12. Its references have been checked and were satisfactory. California Professional Engineering's State of California contractor's license is current and active. Finally, California Professional Engineering is registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. Staff recommends that the City Council award a contract to California Professional Engineering, Inc. for the Brookshire Avenue at Everest Street Traffic Safety Enhancements, Capital Improvement Project No. 20-29. Alternate bid items consisting of the construction curb ramps, sidewalk and concrete cross -gutter at the subject intersection were part of the construction bid, but are not being awarded, given that staff will seek more competitive bid pricing for this work. Therefore, only the base bid items consisting of the upgrading of the existing flashing beacons, signing and striping work items will be awarded. Construction will commence in October and project completion is anticipated in November 2019.
