REPORT SUMMARY
The proposed Planned Sign Program (PLN-19-00086) is a request for a sign program to
establish standards for a multi-tenant commercial building regarding the number, location, and
appearance of new wall signs. Additionally, this request includes the addition of a monument
sign to serve the subject site. Based on the analysis contained within this report, staff is
recommending the Planning Commission adopt the following titled resolution:

REGULATING THE SIZE, LOCATION, AND APPEARANCE OF SIGNS FOR A
MULTI-TENANT COMMERCIAL BUILDING, LOCATED AT 8018 STEWART
AND GRAY ROAD, AND ZONED C-1 (NEIGHBORHOOD COMMERCIAL)
BACKGROUND
The 88,292 square-foot commercial property is located on the southwest corner of Stewart and
Gray Road and Paramount Boulevard. The site is zoned C-1 (Neighborhood Commercial) with a
General Plan Land Use Designation of Neighborhood Commercial. The property is currently
developed with an 8,000 square-foot commercial building that contains eight (8) tenant spaces
and a 24,000 square-foot building that is currently operating as a 99 cent store located on the
northwest side of the property. The surrounding businesses include Pacific Burgers to the north
(across Stewart and Gray Road), a multi-residential apartment complex to the south and east,
and multi-tenant commercial centers to the west.

On May 14, 2019, Azad Golshani, a representative for AdImpact Corporate Signage Inc.,
submitted an application (PLN-19-00086) requesting approval of a new Planned Sign Program to
establish criteria for the size, location, and appearance of wall signs and allow a monument sign for
the 8-tenant commercial building at the subject site. On June 12, 2019, the application was
deemed incomplete. The revised sign program was re-submitted on July 11, 2019 and staff
completed its review of the application and deemed it complete on August 8, 2019. On August 22,
2019, staff mailed a notice of the pending public hearing to all property owners within 500 feet of
the subject site and the notice was published in the Downey Patriot.
DISCUSSION/ANALYSIS
Downey Municipal Code Section 9610.04 states that a Planned Sign Program shall be required for
any site having three (3) or more nonresidential tenants and shall be approved by the Planning
Commission before any sign permit is issued. The purpose of the proposed new Planned Sign
Program is to add a monument sign for the 8-tenant building and to enhance the overall
appearance of the center.

The applicant is proposing one (1) illuminated, channel letter wall sign for each tenant space.
Additionally, this proposed sign program will also allow the tenant space on the corner, facing
Stewart and Gray Road, to be permitted to have a secondary wall sign facing Stewart and Gray
Road. The Secondary wall sign that is permitted for the tenant space facing Stewart and Gray
Road shall not exceed ½ the allowable square footage for the primary wall sign for that space.
The primary wall sign areas will be centered above each tenant space and shall have a height of
36” and maximum sign area of 1.5 square feet per lineal foot of tenant space frontage. The wall
sign widths will vary with each tenant space lineal frontage. The maximum sign copy area shall
be 75 percent of the sign. Any logos within the approved wall sign area shall not exceed 20
percent of the sign copy area. The depth of the channel letter wall signs shall be 8-10 inches
with black framing.
This Planned Sign Program will also allow for a monument sign to be located 7-feet from the
front property line, as indicated on the approved site plan. The monument sign will be 5-feet tall

and 3-feet wide for a total square footage of 15 square feet. The monument sign will be
internally illuminated with LED and have eight (8) spaces to display each tenant’s name. The
sign will also display the address of the subject site and have a color scheme of grays to stay
compatible with the rest of the site. Overall, staff is satisfied with the appearance of the proposed
wall signs.
DEVELOPMENT REVIEW COMMITTEE
The proposed project did not require a review from the Development Review Committee (DRC).
However, staff presented the proposed project to the Fire and Building & Safety Departments
for their recommendations and staff received no comments from either Department.
ENVIRONMENTAL ANALYSIS
Staff has reviewed the proposed use in compliance with the California Environmental Quality Act
(CEQA) Guidelines and determined that it is categorically exempt from CEQA, pursuant to
Guideline Section No. 15311 (Class 11, Accessory Structures). Categorical Exemptions are
projects which have been exempted from the requirements of the CEQA because they do not have
a significant effect on the environment.
FINDINGS
Pursuant to the requirements of the Municipal Code Section 9610.06 (Planned Sign Program), the
Planning Commission must make the following findings to approve the request:
1.The proposed sign is permitted within the zone and it complies with all applicable
provisions of this chapter, the General Plan, and any other applicable standards.
The subject commercial property is located within the C-1, Neighborhood Commercial
zone, which permits awning signs, exempt signs, freestanding signs, hanging signs,
marquee signs, monument signs, projecting signs, temporary signs and wall signs. The
proposed Planned Sign Program regulates the appearance of signs and limits the
number of wall signs for each tenant space as well as the monument sign. The total
allowable wall sign area for each tenant will be 1.5 square feet of sign area per lineal
foot of tenant space frontage, with a maximum sign copy area of 75 percent of sign area.
Logos shall not exceed 20 percent of sign copy area. All proposed wall sign square
footage will comply with the maximum allowable sign area permitted by the Municipal
Code. The monument sign complies with section 9618.04 (4) regarding the size, height,
setback and illumination requirements pertaining to monument signage. Approval of this
Planned Sign Program modification will comply with policy 8.3.1 of the General Plan,
which calls for the enhancement of the views of property from public streets by exhibiting
outstanding signage. The Planned Sign Program will comply with all of the applicable
provisions of Chapter 6 (signs) of the Zoning Code.
2.The sign is in proper proportion to the structure or site on which it is located.
The proposed illuminated, channel letter wall signs will be well spaced and in proper
proportion to the building façades of the tenant space. The sizes of the wall signs will

vary based on the lineal foot frontage for each tenant space. Additionally, the tenant
space closest to Stewart and Gray Road shall be allowed a Secondary wall sign not
exceeding ½ the allowable area of the primary wall sign. The letter height of all wall
signs shall be 36 inches. The monument sign size is in proper proportion to the single
story commercial building and includes enough space to have each tenant space name on
the monument sign. It is staff’s opinion that the design of the new wall signs will
complement the commercial center with consistency in size and relativity with the nature
of business or service.
3. The sign materials, color, texture, size, shape, height, and placement are
compatible with the design of the structure(s), property, and neighborhood of
which it is a part.
The proposed wall signs include illuminated channel letter signs that will be mounted onto
the building. Staff believes that the size and height have been found to be compatible with
the existing building and architecturally enhance the property. The planned sign program
will allow flexibility in regards to the font and color of each sign as long as they are
compatible with the establishment. The allowable colors for the channel letters and logos
are subject to landlord’s approval. The lettering and advertising should be relative to the
nature of the business or service. The neighborhood is commercially developed, and both
the height and location of the wall signs will not negatively impact the surrounding
businesses.
4. The sign’s illumination is at the lowest reasonable level as determined by the City
Planner, which ensures adequate identification and readability, and is directed
solely at the sign or is internal to it.
All new wall signs shall include LED internal illumination in order to reduce the brightness of
the signs. The project has been conditioned to ensure that the LEDs and power supplies
will be enclosed behind the channel letters attached to the wall and that the lighting shall be
100-feet away from any residentially zoned property.
5. The sign is not detrimental to the public interest, health, safety, or welfare.
The proposed illuminated wall signs will be mounted at a sufficient height and location and
will not affect pedestrian/vehicle access. The individual letters will affix safely to the existing
stucco façade. The monument sign will be setback 7-feet from the property line to meet the
setback requirements for monument signs and for safety purposes with ingress and egress
traffic of the site. The signs will not create a detrimental impact to the public interest, health,
safety, and/or welfare. All signs installed shall be in conformance to local and state
electrical standards and be properly permitted.
6. The sign complies with Section 9624, Lighting and Design Standards.
All proposed signs on the building will be internally illuminated using LED light units. The
signs will not conflict with Downey Municipal Code Section 9624.

As of the date that this report was printed, staff has not received any correspondence regarding
this matter.
CONCLUSION
Based on the analysis contained within this report, the proposed Planned Sign Program will create
aesthetically pleasing identification for the building. The proposed signs will not create a significant
adverse impact to the surrounding area. Furthermore, all six (6) findings required to approve a
Planned Sign Program can be made in a positive manner. As such, staff recommends that the
Planning Commission approve the Planned Sign Program (PLN-19-00086), subject to the
conditions of approval.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
DOWNEY APPROVING PLANNED SIGN PROGRAM (PLN-19-00086),
REGULATING THE SIZE, LOCATION, AND APPEARANCE OF SIGNS FOR A
MULTI-TENANT COMMERCIAL BUILDING, LOCATED AT 8018 STEWART
AND GRAY ROAD, AND ZONED C-1 (NEIGHBORHOOD COMMERCIAL)
THE PLANNING COMMISSION OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission of the City of Downey does hereby find,
determine and declare that:
A. On May 14, 2019, an application was filed by Azad Golshani, (authorized
applicant for the property owner), requesting approval of a Planned Sign
Program, for the size, location, and appearance of the signs for the existing multi-
tenant commercial buildings. Due to needed corrections in the Sign Program,
staff deemed the application incomplete; and,
B. On July 11, 2019, the applicant submitted the corrected information needed to
complete the application. Accordingly, staff deemed the application complete on
December 7, 2018; and,
D. On August 22, 2019, notice of the pending Public Hearing was sent to all
property owners within 500’ of the subject site and the notice was published in
the Downey Patriot; and,
C. The Planning Commission held a duly noticed public hearing on September 4,
2019, and after fully considering all oral and written testimony, facts, and
opinions offered at the aforesaid public hearing, adopted this resolution.
SECTION 2. The Planning Commission further finds, determines and declares the
environmental impact of the proposed development has been reviewed and has been found to
comply with the California Environmental Quality Act (CEQA) and is categorically exempt from
CEQA, pursuant to Guideline Section No. 15311 (Class 11, Accessory Structures).
SECTION 3. Having considered all of the oral and written evidence presented to it at
said public hearings, the Planning Commission further finds, determines and declares that:
A. The proposed signs are permitted within the zone and it complies with all
applicable provisions of this chapter, the General Plan, and any other applicable
standards. The subject commercial property is located within the C-1,
Neighborhood Commercial zone, which permits awning signs, exempt signs,
freestanding signs, hanging signs, marquee signs, monument signs, projecting
signs, temporary signs and wall signs. The proposed Planned Sign Program
regulates the appearance of signs and limits the number of wall signs for each
tenant space as well as the monument sign. The total allowable wall sign area

SECTION 4. Based upon the findings set forth in Sections 1 through 3 of this
Resolution, the Planning Commission of the City of Downey hereby approves the Planned Sign
Program (PLN-19-00086), subject to conditions of approval attached hereto, which are
necessary to preserve the health, safety and general welfare of the community and enable the
Planning Commission to make the findings set forth in the previous sections. The conditions
are fair and reasonable for the accomplishment of these purposes.
SECTION 5. The Secretary shall certify the adoption of this Resolution.

CONDITIONS OF APPROVAL
1) The approval of this Planned Sign Program modification approves the size, location,
appearance, and number of the signs for a multi-tenant commercial building, located at
8018 Stewart and Gray Road.
2) Approval of this Planned Sign Program shall not be construed to mean any waiver of
applicable and appropriate zoning regulations, or any Federal, State, County, and City
laws and regulations. Unless otherwise expressly specified, all other requirements of
the City of Downey Municipal Code shall apply.
3) The City Planner is authorized to make minor modifications to the approved preliminary
plans or any of the conditions if such modifications shall achieve substantially the same
results as would strict compliance with said plans and conditions.
4) The Owner/Applicant agrees, as a condition of approval of this resolution, to indemnify,
defend and hold harmless, at Applicant's expense, City and City's agents, officers and
employees from and against any claim, action or proceeding commenced within the time
period provided in Government Code Section 66499.37 to attack, review, set aside, void
or annul the approval of this resolution, to challenge the determination made by City
under the California Environmental Quality Act or to challenge the reasonableness,
legality or validity of any condition attached hereto. City shall promptly notify Applicant of
any such claim, action or proceeding to which City receives notice, and City will
cooperate fully with Applicant in the defense thereof. Applicant shall reimburse the City
for any court costs and attorney's fees that the City may be required to pay as a result of
any such claim, action or proceeding. City may, in its sole discretion, participate in the
defense of any such claim, action or proceeding, but such participation shall not relieve
Applicant of the obligations of this condition.
5) An affidavit of Acceptance of Conditions, as provided by the City of Downey, shall be
signed, notarized, and returned to the Planning Division within fifteen (15) days of
approval. This approval will be considered invalid until this condition has been fulfilled.
6) Primary wall signs shall only be mounted on the store front façades (facing the parking
lot) of the subject buildings. Secondary wall sign for the corner tenant space shall be
mounted on the Stewart and Gray Road, street facing façade as indicated in the Planned
Sign Program, as indicated on the approved site plan.
7) The monument sign shall be placed as shown on the approved site plan.
8) All wall signs shall be illuminated with LED light. Illuminated wall signs shall be a
minimum of 100 feet from any adjacent residential zone.
9) Prior to the issuance of any building permit for a sign, said sign shall comply with this
Planned Sign Program, with exception of window signs and exempt signs, which shall
comply with the requirements of the Downey Municipal Code.
10) Prior to the installation of new wall signs, the applicant shall obtain all required Building

permits. The applicant shall also obtain all required building inspection for all signs.
11) All individual tenant signs shall be brought into compliance with the Planned Sign
Program at such time that the tenant’s lease is renewed or when any changes are
proposed to the sign, whichever occurs first. In any case, the property owner shall bring
all signage into compliance with this Planned Sign Program within three (3) years of this
approval.

All signs shall be consistent in overall quality. Regulations include
permitted sign type as well as sign size, location, materials, illumination,
color, and design.
The City of Downey has adopted this Master Sign Program for the
enhancement and standardization of the signs displayed at 8018 Stewart
and Gray Road.
The intent of this document is to clearly communicate the parameters each
tenant is to follow to ensure effective identification, and compliment the
project as a whole. The Program establishes acceptable location, design,
scale and other visual considerations of signage on the building so as to
both serve the tenant, and contribute to the appearance of the area.
INTENT
GENERAL REQUIREMENTS
Sign design, including color, should be appropriate to the establishment
and are subject to the sole discretionary approval of the landlord within the
context of this sign program.
All signs ( including temporary signs ) should present a neat and aligned
appearance. All signs should be constructed and installed utilizing the
services of a professional sign fabricator.
Signs shall be subject to the provisions of the Uniform Building Code and
National Electric Code.
Remove or paint out graffiti to match adjacent walls promptly. Keep signs,
and windows clean to retain attractiveness to pedestrians. Provide for
ongoing maintenance. Once a use ceases to exist, all signs identifying said
use shall be removed within thirty (30) days, and the surface on which the
sign was mounted or attached shall be patched, painted and otherwise
repaired to remove all evidence of the former sign.
A dated signature of approval by the landlord will be placed on each sign
working ( shop) drawing prior to submittal to the City of Downey for a
permit.
The Tenant shall submit to landlord through the tenant’s sign contractor, or
directly, three (3) copies of detailed shop drawings indicating size, location
and all color and material specifications for the proposed sign(s). These
must be submitted and approved, in writing, by the landlord prior to
fabrication. In addition, sign permit must be obtained from the City of
Downey prior to fabrication. Tenant or its representative shall obtain all
permits for signs and their installation.
Cabinet signs will not be allowed. Therefore, existing tenants will not be
exempt. All new tenants signing new lease after the sign program is
approved to comply with the approved sign program.
