DOWNEY CITY PLANNING COMMISSION
WEDNESDAY, FEBRUARY 20, 2019

6:30 P.M.
Vice Chair Duarte called the February 20, 2019, Regular Meeting of the Planning Commission to order
at 6:35 p.m., at Downey City Hall, 11111 Brookshire Avenue, Downey, CA. After the flag salute,
Secretary Cavanagh called roll.

COMMISSIONERS ABSENT: Steven Dominguez, District 3, Chair

PLANNING COMMISSIONER ANNOUNCEMENTS; REQUEST FOR FUTURE AGENDA ITEMS;
AND CONFERENCE/MEETING REPORTS: None.
PRESENTATIONS:
1. Downtown Parking Study
Julie Dixon with Dixon Resources Unlimited presented the data collected for the first annual parking
study for Downtown Downey. Ms. Dixon reviewed the methodology of data collection; monitoring the
effects of changes within the Downtown area; on-street and off-parking occupancy; recommendations to
utilize cost effective programs such as wayfinding; options for active drop off and pick up zones and a no
re-parking ordinance.
The Commissioners discussed the time frame in which the data was collected and requested extending the
hours to early evening for the next session; options to share privately owned parking structure; valet parking
and additional parking enforcement.
CHANGES TO THE AGENDA: None.
REPORT ON CITY COUNCIL ACTION: Director of Community Development Aldo Schindler reported
the City Council heard a public hearing for the opening of the Community Development Block Grant
(CDBG) and Home Investment Funding Cycle; approved the self-move/relocation of American Legion
Hall Hollydale Post 723 to allow the redevelopment of housing for veterans; and the purchase and sale
agreement for land use at the southwest corner of Lakewood and Imperial.
PUBLIC HEARINGS: None.

CONSENT CALENDAR ITEMS:
2. Approval of the Minutes from January 3, 2018
Due to a lack of quorum, approval of the January 3, 2018 Minutes are postponed to a future meeting
when Chair Dominquez will be present.
3. Approval of the Minutes from January 16, 2019
It was moved by Commissioner Owens, seconded by Commissioner Frometa, and passed by a 3-0-2
vote, with Commissioner Spathopoulos abstaining and Chair Dominguez absent, thereby approving
the Minutes from January 16, 2019, meeting.
4. Approval of PLN-19-00027 (Zone Text and Amendment Initiation)
It was moved by Commissioner Owens, seconded by Commissioner Frometa, and passed by a 4-0-1
vote, with Chair Dominguez absent, to approve the Zone Text Amendment Initiation (PLN-19-00027).
OTHER BUSINESS: Commissioner Owens thanked Staff for their efforts in working with Starbucks to
restripe the Parking Lot at the Florence Avenue location.
STAFF MEMBER COMMENTS: Director Schindler stated the next EIR (Environmental Impact Report)
EIR Scoping Meeting regarding the Mero light rail station will be held on Monday, March 11, 2019.
Metro will give a presentation about their plan with light rail for the site and the County will give a
presentation on their plan for the site.
Director Schindler invited the Commission to attend a ribbon cutting ceremony on March 21, 2019, at
11:00 a.m. for the Black Bear Dinner.
ADJOURNMENT: Vice Chair Duarte adjourned the meeting at 7:32 p.m., to Wednesday, March 6,
2019, at 6:30p.m., at Downey City Hall, 11111 Brookshire Ave.
