Appropriate $230,000 from Measure R fund balance for the purchase of the Asphalt Patcher Truck. The Public Works Department is responsible for the maintenance of approximately 227 miles of streets and alleys in the City. As part of the department's street maintenance program, maintenance crews place approximately 400 tons of asphalt and repair 80,000 square feet of asphalt roadways annually. Vital to these operations is an asphalt patcher truck which is used extensively for filling potholes; skin patching and repairing deteriorated asphalt pavement; ramping displaced sidewalks; and performing other asphalt related repairs throughout the City. The asphalt patcher truck is specially designed for asphalt road repairs, thus is not only cost- effective, but also provides for long-term repairs compared to cold -mix patching which only provides for less durable short-term repairs. In April 2019, the department's asphalt patcher truck was involved in a maintenance fire accident that damaged the truck beyond repair. Since then, asphalt repairs have been performed using cold -mix asphalt, which come in 60 -pound bags and is limited to temporary pothole repairs. Cold -mix patches do not fully adhere to the existing asphalt pavements, thus are less durable. Consequently, they require additional repairs either with cold -mix or hot -mix patches over time. For hot -mix asphalt repairs, maintenance crews utilize a dump truck; however, this method is less efficient and wasteful. In order to maximize asphalt repairs, five tons of hot -mix asphalt is ordered to keep the asphalt load at optimal temperatures for a longer period of time. With a typical work period of four to six hours, about three tons are placed and used for repairs while the remaining two tons (or 40 percent) that lose temperature are disposed at the end of the day. APROVE PURCHASE OF ASPHALT PATCHER TRUCK AND APPROPRIATE $230,000 FROM MEASURE R FUNDS In the process of selecting a new asphalt patcher truck, Public Works staff contacted Haaker, Nixon Igli, PB Loader Corporation and Pro -Build and evaluated the different manufacturers and models available. PB Loader Corporation was the most responsive and provided the most options. PB Loader Corporation has recently provided similar model asphalt patcher trucks to the Cities of Chino, Fontana, Murrieta, Rialto and Temecula. Staff visited these cities and inspected their asphalt patcher trucks. Based on these visits and the department's operations, the PB Loader B-4 model was selected. The asphalt patcher will be mounted on a 2019 Ford F-750 truck chassis and comes with different features that improve efficiency and safety. It includes a radiant heat system with welded heat tubes that spread the heat throughout the asphalt container and keep the asphalt hot for a full work shift. It also has separate diesel and propane tanks for added safety. The emulsion tank is smaller and can be plugged to an electrical outlet to keep the emulsion warm overnight. Other features include a jack hammer holder, small tool box, spoils bin and a new LED arrow board for traffic control. PB Loader Model B-4 Asphalt Patcher Truck is covered under Sourcewell Program (formerly National Joint Powers Alliance or NJPA) Contract No. 052417 -PBL. Sourcewell's cooperative contract purchasing leverages the national purchasing power of more than 50,000 member agencies while also streamlining the required bidding or purchasing process. As a municipal national contracting agency, Sourcewell establishes and provides nationally leveraged and competitively solicited purchasing contracts under the guidance of the Uniform Contracting Law. Under Sourcewell, cities are able to purchase products and equipment at significantly reduced rates. This is in essence piggy -backing off a national purchasing contract at a significant discount, thus stretching valuable City resources. If approved, staff is anticipating that the asphalt patcher truck will be delivered sometime in April 2020. Efficiency and Adaptability Quality of Life, Infrastructure & Parks The total cost to purchase the asphalt patcher truck is $222,512.10 including sales tax, delivery, and options. Since this purchase is not included in this fiscal year's approved operating budget, staff is requesting that the City Council appropriate $230,000 from Measure R funds to cover the cost. No impact to the General Fund. City staff has filed a claim with the City's insurance company. The amount received from the insurance company will help offset the cost.
