CALL TO ORDER: The meeting was called to order at 4:01 p.m. by Chair Gafin Members Present: David R. Gafin Chair Mario A. Guerra Vice Chair Dorothy Pemberton Committee Member Donald LaPlante Committee Member Carrie Uva Committee Member Members Absent: None City Staff: John Oskoui Assistant City Manager Anil Gandhy Director of Finance Juddy Montenegro Management Analyst II. APPROVAL OF MINUTES FROM JANUARY 29, 2019 MEETING: It was moved by Vice Chair Guerra, seconded by Member Pemberton to approve the minutes from the January 29, 2019 meeting. The motion passed 5-0-0. III. MEASURE S EXPENDITURE AND REVENUE REPORTS: Director of Finance, Anil Gandhy, provided committee members with an update on the City’s Measure S expenditure and revenue reports. As of March 31, 2019, the City has received approximately $3.1 million in Measure S sales tax revenue. Approximately $4.1 million has been spent on capital improvement projects. Member Pemberton commented on additional costs for the fire stations. Assistant City Manager, John Oskoui, clarified this was due to adding a second floor to two of the stations, which was not initially planned, but needed in order to improve overall functionality, comfort and safety for firefighters. Vice Chair Guerra asked about the status of the Library renovation project. Mr. Oskoui stated a contract had not yet been awarded, but the project was still on schedule to be completed by summer 2020. Member LaPlante asked where all of the Library books were being stored during the renovation period. Mr. Oskoui stated the items are currently in a large trailer located at the Promenade. This area is referred to as “Back 20.” INDEPENDENT CITIZENS’ OVERSIGHT COMMITTEE - MINUTES, APRIL 24, 2019 Member LaPlante also asked on the status of the new patrol vehicles. Mr. Oskoui stated that about two-thirds of the vehicles had come in. Chair Gafin asked if all of the projects were on target for their proposed budgeted amount. Mr. Oskoui stated the City was requesting additional funding to complete the Wilderness Park project. Member Pemberton asked what grant was being pursued for this funding. Mr. Oskoui stated the City is requesting additional grant funding from the Rivers and Mountains Conservancy. Mr. Oskoui also stated additional funding will be needed for the fire stations. Vice Chair Guerra asked where this funding would come from. Mr. Oskoui stated the City would determine the appropriate funds to use. IV. PUBLIC COMMENTS: Resident Brian Heyman said he hoped everyone had a good Easter. V. COMMITTEE MEMBER COMMENTS: Member LaPlante stated he looks forward to seeing the projects in construction and asked what projects are going first. Mr. Oskoui stated Apollo and Dennis the Menace Parks would go first and Fire Stations 1 and 3 would follow shortly after. Vice Chair Guerra once again asked if the Library project was on schedule and Mr. Oskoui stated, yes. VI. STAFF COMMENTS: None. VII.
