MINUTES
Independent Citizens’ Oversight Committee Meeting
October 30, 2018
Downey City Hall – 2nd Floor Training Room

I. CALL TO ORDER:
The meeting was called to order at 4:03 p.m. by Chair Gafin

II. APPROVAL OF MINUTES FROM JULY 11, 2018 MEETING:
It was moved by Member LaPlante, seconded by Chair Gafin to approve the minutes from the
July 11, 2018 meeting. The motion passed 3-1-1, with Member Pemberton not present at the
time, and Member Marroquin-Frometa absent.
III. UPDATE ON MEASURE S:
Assistant City Manager, John Oskoui, provided committee members with an update on
Measure S improvement projects, which include city parks and facilities.
Mr. Oskoui began by providing an overview of the improvements expected at the City’s four (4)
fire stations.
Vice Chair Guerra asked in what order the stations would be completed. Mr. Oskoui stated
they would be completed in two phases; stations 1 & 3 will be completed first, and stations 2 &
4 will be completed after. Vice Chair Guerra also asked how long it would take to complete
construction, and Mr. Oskoui stated it would take 6-9 months.
Chair Gafin asked if the fire stations would be used during construction. Mr. Oskoui stated that
temporary stations would be place at the Promenade, and the same workforce would be
maintained to ensure no changes in service to the community.
Mr. Oskoui went on to discuss the Library renovation project. Chair Gafin asked when
construction for the Library will begin. Mr. Oskoui stated it would occur in May/June 2019 and
plans are already underway to move some of the Library’s activities and functions to various
locations throughout the City, including some at the Columbia Memorial Space Center.

Member LaPlante asked what would happen to Library employees. Mr. Oskoui stated some
will be stationed at other City locations.
Mr. Oskoui provided Committee members with a copy of the minutes from the most recent
Budget Subcommittee meeting.
Finance Director, Anil Gandhy, provided a comprehensive overview of Measure S tax revenue
and expenditures.
Vice Chair Guerra asked if the bond had been issued, and Mr. Gandhy confirmed that yes, the
bond has been issued.
Mr. Gandhy stated that $50 million will be used for the capital improvement projects (parks and
city facilities).
Vice Chair Guerra asked if any of the design/construction firms contribute toward the passage
of Measure S by donating to the campaign. Mr. Oskoui stated that two of the firms providing
service to the City had donated money to the Measure S campaign.
V. PUBLIC COMMENTS:

VI. COMMITTEE MEMBER COMMENTS:
Vice Chair Guerra thanked City staff for all of the information provided, stating it was very
helpful.
VII. STAFF COMMENTS:
Mr. Oskoui stated that per the committee bylaws, the group will need to prepare their first
semi-annual report to the City Council.
VIII. ADJOURNMENT:
The Independent Citizens’ Oversight Committee meeting was adjourned at 5:31 p.m.
