PLN-18-00061 (Mitigated Negative Declaration and Site Plan Review) Continue to 09-04-19 Location: 10921 Paramount Boulevard (Historic Rives Mansion) Request: A request to adopt a Mitigated Negative Declaration and approve a Site Plan Review application that includes converting the main house, water tower, and carriage house (drying shed) to office use, as well as constructing a new one-story café; on property zoned DDSP (Downtown Downey Specific Plan) CEQA: Mitigated Negative Declaration Staff: Guillermo Arreola, Principal Planner Contact: garreola@downeyca.org (562) 904-7154 4. PLN-19-00118 (Municipal Code Amendment) Approve Location: Citywide Request: A request to amend the Downey Municipal Code as it relates to Massage Uses and Operational Standards CEQA: This ordinance is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA regulations (14 California Code of Regulations §§ 15000, et seq.) because it establishes rules and procedures to permit operation of existing facilities; consists only of minor revisions and clarifications to existing regulations and specification of procedures related thereto. Consequently, it is categorically exempt from further CEQA review under 14 Cal. Code Regs. §§ 15301, 15305, and 15308, actions in compliance with the requirements of CEQA. NON-AGENDA PUBLIC COMMENTS: This portion of the agenda provides an opportunity for the public to address the Planning Commission on items within the jurisdiction of the Planning Commission and not listed on the agenda. Pursuant to the Brown Act, no discussion or action, other than a brief response, referral to the City Planning staff or schedule for a subsequent agenda, shall be taken by the Planning Commission on any issue brought forth under this section.
