MILLIGAN, CHIEF OF • JIMENIUMMUEENME That the City Council authorize the Police Department to purchase a tactical armored vehicle ("BearCat") from Lenco Armored Vehicles. There has been an increase in active shooter attacks on innocent civilians as well as law enforcement first responders across the nation. The recent attacks on a Florida High School campus, in Gilroy, EI Paso, and Ohio are examples of the threats facing our community and law enforcement officers. These attacks are carefully planned and the suspects are using high powered rifles to indiscriminately shoot innocent civilians. These suspects are not afraid to engage responding law enforcement officers and have done so on several occasions. The City of Downey has recently experienced a violent confrontation with an armed murder suspect. In May of 2019, Downey police officers were pursuing a vehicle which was occupied by a homicide suspect. Without warning or provocation, the suspect began shooting at the officers from the front passenger seat of his vehicle. The suspect leaned out the window several times shooting indiscriminately toward the officers on a crowded highway filled with innocent civilians. The pursuit came to a conclusion when the driver fled the vehicle, leaving the armed suspect barricaded inside. Due to the nature of the incident, we requested assistance from the Los Angeles Sheriff's Special Enforcement Team. It took over thirty minutes for them to respond to the scene of the incident with their armored vehicle. During this extended period of time, the public and law enforcement officers were exposed to great risk, due to the violent and unpredictable nature of the suspect. Having our own armored vehicle would have significantly reduced the response time, as well as the time both officers and civilians at the scene were exposed to an armed and violent individual. The "BearCat" armored vehicle is a valuable resource that reduces the risk officers are confronted with when dealing with heavily armed suspects and reduces civilian casualties. The "BearCat" can be utilized in tactical operations or rescue operations, especially when time is of the essence. The "BearCat" is an operational resource that has the capability to provide officers the ability to quickly respond to attacks on school campuses or any armed confrontation within the community, in order to resolve the situation and preserve the life of innocent people. As a result, police agencies across the nation have begun to purchase armored vehicles capable of stopping both handgun and hi -powered rifle ammunition rounds to reduce the REQUEST TO PURCHASE A LENCO "BEARCAT" ARMORED VEHICLE AUGUST 13, 2019 PAGE 2 inherent risk faced by responding officers. Additionally, the "BearCat" is an important piece of safety equipment that officers can utilize to rescue injured officers or members of the public during an active shooter scenario or any act of domestic terrorism. The use of the "BearCat" can potentially save the lives of officers and civilians, as well as serve as a vital piece of equipment used in tactical situations to apprehend an active shooter and stop the threat to the community. It is recommended that we purchase one (1) Lenco "BearCat" armored vehicle to help address the threats facing law enforcement and innocent civilians during the ever increasing active shooter incidents. The total price of the vehicle as quoted is $319,843.60. This amount includes a dealer cost of $14,500.00 for delivery from the manufacturer facility in Pittsfield Massachusetts. A sole source document is included in the attachment for review, The cost breakdown is as follows: 1. "BearCat" unit including tax and delivery: $279,476.80 2. Emergency lighting equipment, police radio, computer and in car video system equipment purchase including installation costs: ;40,366.80 Grand Total: $319,843.60 This equipment will help reduce the risk officers' face when responding to active shooter scenarios, domestic terrorism, or other high risk tactical operations. Efficiency & Adaptability Quality of Life, Infrastructure & Parks Public Engagement The complete costs associated with the purchasing the Lenco "BearCat" will be $319,843.60, as outlined in the attached price quotes and funded through Measure S. Other armored vehicle companies utilize sections, which increases the number of vulnerable areas through the excessive use of seams, welds, and overlaps; also making the vehicle heavier. Other manufacturers also use layered armor systems, such as 2 layers of 1/4 inch connected by tubular framing.
