CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY E GIN R DATE: AUGUST 13, 2019 SUBJECT: ACCEPTANCE OF • - FOR STATIONS iIMPROVEMENT PROJECT• RECOMMENDATION That the City Council: Accept work for the Electric Vehicle Charging Stations Project, Phase 2 under Capital Improvement Project No. 19-15; 2. Approve final construction contract amount of $130,975.62; and 3. Authorize Public Works Director/City Engineer to file Notice of Completion with the Los Angeles County Recorder's office. On November 27, 2018, the City Council approved the plans and specifications and authorized implementation and installation of six new dual port Electric Vehicle Charging Stations (EVCS) at six locations in the City; authorized procurement of six new dual -port ChargePoint EVCS and related City -furnished materials; and approved the appropriation amount of $47,400 in South Coast Air Quality Management District (SCAQMD) AB 2766 Subvention funds for the EVCS project. On January 22, 2019, the City Council awarded a construction contract in the amount of $82,000 to PMK Professional, Incorporated. During the electrical permit plan check process, modifications to the construction plans were required so that the new EVCS would comply with current Americans with Disabilities Act (ADA) regulations and standards. On May 28, 2019, the City Council approved Change Order No. 1 in the amount of $51,470 for additional work so that the EVCS at six locations may be constructed to comply with current ADA standards including procurement of two additional single -port ChargePoint EVCS and other related materials and appropriated $71,370 in SCAQMD AB 2766 funds. On May 20, 2019, work commenced and was completed on June 28, 2019. The work consisted of the installation of EVCS at the following locations: • Rio Hondo Golf Course (one new dual -port EVCS) 0 Furman Park (one new dual -port EVCS) CAPITAL IMPROVEMENT PROJECT NO. 19-15 ELECTRIC VEHICLE CHARGING STATIONS PROJECT, PHASE 2 AUGUST 13, 2019 PAGE #2 • Discovery Park (one new dual -port EVCS) • Independence Park (one new dual -port EVCS) • Wilderness Park (one new single -port EVCS and one new dual -port EVCS) • Rio San Gabriel Park (one new single -port EVCS and one new dual -port EVCS) During construction, additional work beyond the original scope of work on the project and previously approved Change Order No. 1 was deemed necessary. The additional work in Change Order No. 2 included trimming existing hedges and cleaning the existing switchboard at Wilderness Park, constructing additional concrete behind the EVCS at Discovery Park and installing new bus bar hardware in the existing switchboard at Rio Hondo Golf Course. The two contract change orders resulted in the total amount of $53,619.62. The project has been completed in accordance with the approved plans and specifications and staff recommends that the City Council accept the project as complete. Quality of Life, Infrastructure & Parks The final construction contract amount, including base contract, net decrease in contract quantities and two contract change orders is $130,975.62. The total final cost of the project is $285,702.24, which includes design, construction, City furnished materials, construction management & inspection, construction engineering and contract administration.
