That the City Council:
1. Accept work for the Paramount Boulevard Water System Improvements, Capital
Improvement Project No. 18-17;
2. Approve the final construction contract amount of $1,054,469; and
3. Authorize the Director of Public Works/City Engineer to file the Notice of Completion
with the Los Angeles County Recorder's office.
On August 28, 2018, the City Council approved plans and specifications for the Paramount
Boulevard Water System Improvements from Firestone Boulevard to Florence Avenue and
granted authority to advertise for bids. On October 9, 2018, the City Council awarded a
construction contract for this project to Miramontes Construction Company, Inc. in the amount of
$892,830. Work commenced on January 7, 2019 and was completed on July 22, 2019.
The water improvements included the installation of water mains, valves, and associated
fittings; replacement of existing fire hydrants; installation of additional fire hydrants where
adequate fire water protection was lacking; new copper water services; and replacement of old
water meters with advanced water meters to improve water meter reading efficiencies.
During construction, additional work beyond the original scope of the project resulted in three
contract change orders and a net decrease in contract quantities in the total amount of
$161,639. The additional work included, but was not limited to, the elimination of a dead-end on
the existing water main on Baysinger Street by constructing a new water main and connecting it
to the existing main on Paramount Boulevard; construction of a water main crossing at
Paramount Boulevard and Third Street; replacement of additional water valves, fittings, fire
hydrants, and water service lines; and completion of associated asphalt and concrete work. On
June 11, 2019, the City Council approved the above change order and appropriated an
additional $125,000 to cover the total project cost. The final construction amount was
$1,054,469.

All work, including change orders, was constructed in accordance with the approved project
plans and specifications. Staff is recommending that the City Council accept the project as
complete and authorize the Director of Public Works/City Engineer to file the Notice of
Completion with the Los Angeles County Recorder's Office.

The total project including design, construction, construction management, inspection, materials
testing and contract administration was $1,255.991 (Attachment A). The project was funded by
Water Fund Capital Improvement Program Account No. 51-1-8682 (see attached Project Cost
Summary).
