Advice Letter No. 1780-W -2- August 1, 2019
GSWC is seeking authorization from the California Public Utilities Commission
(Commission) to increase the water rates in its Region 2 CSA by $1,431,538 or 1.06% to offset
purveyor rate changes for purchased electricity, purchased water and pump tax costs.
Background
Purchased Electricity for the Region 2 CSA is obtained from Southern California Edison (SCE)
and the City of Los Angeles Department of Water and Power (LADWP). SCE had an energy
rate change on June 2019 and LADWP increased their energy rates on July 1, 2019. This
resulted in an increase in GSWC's annual purchased electricity expense of $146,696 above the
amount currently reflected in GSWC's rates.
GSWC purchases water from various purveyors within Region 2. On July 1, 2018, West Basin
MWD increased their water rates. This resulted in an increase in GSWC's annual purchased
water expense of $390,775.
GSWC pays a replenishment assessment to the Water Replenishment District of Southern
California (WRD) for all water pumped. On July 1, 2019 WRD increased their rates for pump
taxes. This resulted in an increase in GSWC's annual pump tax expense of $870,861 above the
amount currently reflected in GSWC's rates.
Revenues to cover the supply expense rate changes would also increase the uncollectible and
franchise fees expenses by $5,111 and $18,095, respectively, above the amounts currently
reflected in GSWC's rates.
As shown in the supporting workpapers, an increase of $1,431,538 or 1.06% is needed to
offset the overall supply expense increase in Region 2.
Copies of detailed workpapers supporting the proposed rate increase and rate calculations
have been provided to the Commission Staff in accordance with Standard Practice U -27-W.
Effective Date
This advice letter is submitted with a Tier 1 designation. GSWC is requesting this filing
become effective August 16, 2019.
Notice
No individuals or utilities have requested notification of filing of tariffs. Distribution of
this advice letter is being made to the attached service list in accordance with General
Order No. 96-B.
GSWC will notify its customers of this rate increase by placing a message on the
customer's water bills that are generated after the increase goes into effect. GSWC has
attached a copy of its Customer Notice Verification with the drafted bill message
language.

6. The relief requested in the AL is unjust, unreasonable, or discriminatory, provided
that such a protest may not be made where it would require re -litigating a prior
order of the Commission.
A protest may not rely on policy objections to an AL where the relief requested in the AL
follows rules or directions established by statute or Commission order applicable to the
utility. A protest shall provide citations or proofs where available to allow staff to properly
consider the protest.
