That the City Council approve the plans and specifications and authorize solicitation for
construction bids for the FY 18/19 Annual Miscellaneous Concrete Repairs (Council District 4)
and ADA Improvements Citywide, Capital Improvement Project No. 19-11.

The City receives requests on an on-going basis for the repair of concrete improvements within
the public right-of-way. These requests are primarily related to damaged and/or uplifted
sidewalk; curb and gutter; damaged driveway approaches; and uplifted pavement. Priority of
repair is given to areas which have higher than usual pedestrian traffic (i.e., near hospitals and
health clinics, schools, parks, bus stops, and senior care facilities) or locations with severe
damage.
Periodically, the City also receives requests for the construction of new sidewalk and ADA -
complaint curb access ramps where they currently do not exist. Over the last three years or so,
the City of Downey developed a Self Evaluation and Transition Plan to bring City infrastructure
into compliance with ADA. On January 23, 2018, the City Council received and filed the City of
Downey ADA Self Evaluation and Transition Plan and directed Public Works staff to perform an
annual review and update to ensure that the plan remains relevant and realistic. On October
23, 2018, the City Council received and filed the City's ADA Transition Plan annual review and
update which included ADA infrastructure improvements, upgrades and repairs throughout the
year.
In order to complete the necessary concrete repairs and ADA improvements in a systematic
manner, the City has adopted an Annual Concrete Repair Program through which the City was
divided into four areas representing the City Council Districts as shown on Attachment A. Each
fiscal year, the program is implemented in a specific Council District.

Staff has reviewed and evaluated requests received from the residents for concrete repairs and
locations identified in the City of Downey's Self Evaluation and Transition Plan for ADA related
upgrades. Consequently, locations requiring concrete repairs and/or ADA -related upgrades
have been selected which are in need of immediate attention.
In order to take advantage of economies of scale, Downey Unified School District (DUSD) has
approached the City requesting new parkway improvements adjacent to five DUSD school
campuses that will be funded by DUSD. The new parkway improvements will remove
continuous landscaped areas within the parkways located adjacent to the schools which
typically consist of turf in poor condition with dead patches and replaced with new sidewalks for
students, faculty and visitors while walking to and from the school campuses. For the past
couple of years, the City through an agreement with DUSD, constructed sidewalk and other
parkway improvements adjacent to various school properties. An agreement will be presented
at the time of award of a construction contract for this project if favorable bids are received and
DUSD decides to proceed with the parkway improvements.
The plans, specifications and construction cost estimate have been completed and the project is
now ready for solicitation of construction bids. This project will entail reconstruction of sidewalk,
driveway approaches, curb access ramps and curb and gutter.
Construction of the FY 18/19 Annual Miscellaneous Concrete Repairs and ADA Improvements
Project is anticipated to begin in September 2019 and be completed by November 2019. This
project is categorically exempt from the provisions of CEQA under Section 15301(c), Existing
Facilities.
Quality of Life, Infrastructure & Parks
The total estimated cost of the project is $463,800 broken down as follows:
