That the City Council consider the revitalization of the City/ School District Task Force; and
appoint two City Council Members to serve on the Task Force.
On July 27, 1982, the City Council established the City/ School District Task Force (Task Force)
which was formed to discuss a number of items that were directed towards ways of assisting the
City and Downey Unified School District in carrying out vital program/ project activities. It was
anticipated that there would be potential to cut costs in carrying out necessary City and Downey
Unified School District program/ projects through reciprocal agreements.
The Task Force met quarterly for the first year; twice the second year; once per year in year
three and ceased meeting after March 2005. During the Task Force's term of operation, the
following topics were discussed:
• After-school programming
• Community Policing Program/ DARE Program
• Traffic Safety & Parking around schools
• Securing Grants
• Downey Link Stops/ Passenger behavior
• Parks & Recreation activities
• City Project Updates
The Task Force was comprised of:
• Athletic Field Availability/
Improvements
• Maintenance/ Capital Improvements
of Pool
• Personnel Changes
• School Modernization Projects
• District Improvement Updates
• Two City of Downey Council Members
• Two Downey Unified School District Board Members
• One Parks and Recreation Commission Member (Ex-oficio)
• City Manager, City of Downey (Ex-oficio)
• Superintendent, Downey Unified School District (Ex-oficio)
In addition, staff members present included city department heads and/or district directors if
agenda topics required their input. Regular staff attendees included city secretary, Director of
Community Services (Parks) and District Assistant Superintendent

Agenda items were submitted to the City Manager's Office to be placed on the next Task Force
agenda for discussion.
This item is brought forth at the request of the Downey Unified School District (Attachment A) to
revitalize Task Force and meet on a yearly basis. The Downey Unified School District have
appointed their Board members Tod Corrin and Barbara Samperi.
There is potential for cost savings to both the City and/or Downey Unified School District should
any collaborations occur.

City/School District Task Force. Per our previous discussion, our Board
Members are interested in this committee meeting again on a yearly basis.
The two Board Members who would serve on this committee are Tod Corrin
and Barbara Samperi.
if the City still interested in meeting, we would like to propose a meeting be
held on Thursday, July 11 at 2:00 p.m. Please let me know if this works for
your staff and where you would like to meet.

SUBJECT: Establishment of City/School Distri'�t'
Task Force
On June 14, the Downey Unified School District SchoC) 1�tlty
Recreation Committee met to discuss a number of items that
were directed towards ways of assisting the City and Downey
Unified School District in carrying out vital program/project
activities. Due to decreases in resources from State and local
sources, the City and Downey Unified School District are faced
with the same challenge many local agencies are facing; that
being having to prioritize all program/project activities and
analyzing alternative revenue sources®
This meeting between the District and City indicated that even
though the City and School District are each having to face its
own financial constraints, there are possible areas in which
the City and the Downey Unified School District can better
coordinate functions in order to prevent duplication of efforts
and better utilization of limited resources®
City and Downey Unified School District staff indicated a num-
ber of areas that could possibly be studied in light of estab-
lishing mutual working agreements. These include:
Public Works and Maintenance:
Presently the City and Downey Unified School District
have a need to perform many program/maintenance acti-
vities with similar equipment and classification of
personnel. Such areas include mowing of lawns, tree
trimming, maintenance and sweeping of parking lots,
graffiti removal, painting of buildings, etc®
Purchasing and Insurance Programs:
Joint purchasing could be advantageous in the areas
of stationery, janitorial supplies, vehicle acquisi-
tion and maintenance and other such common use areas.
Establishing common insurance coverages and combining
City and Downey Unified School'District insurance
acquisitions.

Better utilization of City and School personnel and
facilities in the development and implementation of
various safety and public information programs, Police
and Fire being primary areas of interest.
Improved coordination and communications in such areas
as drug abuse, law enforcement orientation, preventa-
tive safety measures, etc.
Because there does exist the potential to cut costs in carrying
out necessary City and Downey unified School District program/
project activities through reciprocal agreements, staff recom-
mends City Council approval to establish a combined task force
to further study this subject area and to report its findings
and recommendations no later than 6 months from Council approval.
