The following staff members were selected for the Third Innovation and Technology Team: Andrew Despres — Library Rebecca Guerrero — Public Works Alfonso Hernandez — Community Development Fire Captain Anthony Hildebrand — Fire Department Leif Lovegren — Parks and Recreation Jean Pominville — Police Department Raul Rodriguez — Finance Sandra Vera — Human Resources Serving as Senior Advisor to the Innovation Team was Vaniah De Rojas (City Manager's Office). 0 • On May 1, 2019, the Downey Police Department joined the Interagency Communications Interoperability (ICI) regional radio network. ICI is an Ultra High Frequency (UHF) trunked radio system. It is a shared system with components purchased and constructed by individual cities and linked together through a microwave network in order to provide regional coverage. The DOWNEY INNOVATION AND TECHNOLOGY TEAM: TECHNOLOGICAL UPGRADES TO POLICE DEPARTMENT'S LEGACY RADIO SYSTEM JULY 9, 2019 concept of ICI was born out of the need for its current member agencies to replace their aging infrastructure. Since moving to the ICI radio system, the Police Department has enjoyed a tremendous improvement in radio traffic in and around the City. However, other City departments and entities within the City can no longer listen to radio traffic or program the Police Department's radio frequency into their radios. This causes communication issues when a department such as Public Works needs to reach the Police Department over the radio. The Police Department's "Legacy" radio program is currently serving as the back-up radio system in the event the ICI radio network goes down. The current Legacy system is not a reliable option as the radio infrastructure is antiquated, operates on a limited Very High Frequency (VHF) channel and is not cost effective. Staff has extensively researched various options for a back-up radio system that would increase interoperability with City Departments and other entities, such as the Downey Unified School District, while reducing costs. As such, the Police Department has determined that a proposal from Commline, Inc. for an Emergency Disaster Repeater System would best fit the needs of the Police Department. This system provides a back-up radio system for the Police Department in addition to a City-wide mutual aid channel that is easily programmed into existing radios. Efficiency and Adaptability Quality of Life, Safety, and Infrastructure FISCAL IMPACT The attached proposal from Commline, Inc. is $37,300 and includes all radio infrastructure, labor and FCC licensing. This radio system would not require annual fees as it would utilize existing connectivity. In doing so, the City would be able to eliminate the phone lines for the current Legacy system which would result in an annual savings of approximately $35,000 per year.
