Conference with Legal Counsel — Anticipated Litigation: A point has been reached wherein the
opinion of the City Council on the advice of its legal counsel there is a significant exposure to
litigation against the City facts and circumstances that might result in litigation but which the City
believes are not yet known to potential plaintiff or plaintiffs which facts need not be disclosed: One
(1) potential case.
4. Government Code Section 54956.8 — Conference with City Real Property Negotiators: City
Manager Livas and Community Development Director Schindler re: Property at 9340 Stewart and
Gray Road. Negotiating Parties: CPL Express, Inc.; Under Negotiation: Price and Terms.

Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be
removed. Removed items will be considered following approval of the Consent Calendar.
1. WARRANTS ISSUED: Warrant Nos. 334659 — 335064; Payroll Wire Nos. 30003885 & 30003889 —
30003892; and, Manual Wire Nos. 1863 — 1866 in the total amount of $5,272,002.13: Finance.
2. AWARD CONSTRUCTION CONTRACT IN THE AMOUNT OF $787,277 TO SELECT ELECTRIC,
INC. FOR WOODRUFF AVE. TRAFFIC SIGNAL FIBER-OPTIC COMMUNICATION SYSTEM
AND UPGRADES; AUTHORIZE TRANSFER OF $331,818 IN PROPOSITION C LOCAL RETURN
FUNDS FROM ACCOUNT NO. 54-17806 TO COVER THE PROJECT COST SHORTFALL;
AUTHORIZE THE PUBLIC WORKS DIRECTOR TO EXECUTE ANY CHANGE ORDERS OR
ADDITIONAL SCOPE -OF -WORK DEEMED NECESSARY OR DESIRABLE UP TO THE
APPROVED BUDGET; APPROVE THE WIRELINE CROSSING AGREEMENT WITH UNION
PACIFIC RAILROAD; AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT; AND,
AUTHORIZE CITY MANAGER TO EXECUTE ANY AMENDMENTS (CAPITAL IMPROVEMENT
PROJECT NO. 17-06): Public Works.
3. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH MDG ASSOCIATES, INC. IN AN
AMOUNT NOT TO EXCEED $44,900 TO PREPARE THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT 5 -YEAR CONSOLIDATED PLAN, CITIZEN PARTICIPATION
PLAN, ANNUAL ACTION PLAN, AND ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING
CHOICE PLAN; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL
AMENDMENTS: Community Development.

4. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH ANITRA BISHOP FOR
ARCHIVAL AND ARTIFACT CATALOGING SERVICES AT THE COLUMBIA MEMORIAL
SPACE CENTER; AND, AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT:
Administration.
5. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH AMERICAN GUARD SERVICES,
INC. IN AN AMOUNT NOT TO EXCEED $189,000 TO PROVIDE SECURITY GUARD SERVICES
IN DOWNTOWN DOWNEY AND CITY PARKS AND FACILITIES AS DETERMINED BY THE
PARKS AND RECREATION DEPARTMENT; AND, AUTHORIZE THE CITY MANAGER TO
EXECUTE ANY AND ALL AMENDMENTS: Community Development.
6. APPROVAL OF PARCEL MAP NO. 81331 -11856 OLD RIVER SCHOOL ROAD: Public Works.
ADOPT RESOLUTION NO. 19- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY APPROVING PARCEL MAP NO. 81331 AND AGREEMENT WITH THE
SUBDIVIDER FOR CONSTRUCTION OF SUBDIVISION PUBLIC IMPROVEMENTS.
7. ADOPT RESOLUTION NO. 19- . A RESOLUTION IN SUPPORT OF THE FORMATION OF
AND INCLUSION IN THE "LOWER LOS ANGELES RIVER RECREATION AND PARKS
DISTRICT": Administration.
8. WAIVE ADMISSION FEES TO THE COLUMBIA MEMORIAL SPACE CENTER DURING THE
APOLLO 11 50TH ANNIVERSARY CELEBRATION; ANNUAL ROCKET FEVER FESTIVAL; AND,
MARY STAUFFER'S BIRTHDAY CELEBRATION: Administration.

1) AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH COMMLINE
INC. FOR THE PURCHASE OF AN EMERGENCY DISASTER REPEATER SYSTEM; AND,
2) AUTHORIZE THE CITY MANAGER TO APPROVE THE CREATION OF A QUICK
RESPONSE CODE AND THE INSTALLATION OF A "MAINTENANCE CITY PARKS"
BUTTON OPTION TO THE CITY'S REDESIGNED MOBILE SERVICE REQUEST SYSTEM
FOR CITY PARKS.
10. CONSIDER THE REVITALIZATION OF THE CITY/SCHOOL DISTRICT TASK FORCE; AND,
APPOINT TWO CITY COUNCIL MEMBERS TO SERVE ON THE TASK FORCE: Administration.
