CALL TO ORDER: Public Works Committee Vice-Chair Gendreau called the meeting to order at 4:03 P.M. II. CONSENT CALENDAR: Committee Member Lamkin made a motion to approve the Minutes of the March 21, 2019 meeting. The motion was seconded by Committee Member Frey. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Speed Limit on Brookshire Avenue between Florence Avenue and Cherokee Drive Mr. Norris reported that in May 2019, the City hired the firm Hartzog and Crabill to update the engineering & traffic (E&T) surveys on Brookshire Avenue between Gallatin Road and Gardendale Street. The need for the update was to revisit the existing posted speed limits on Brookshire Avenue due to recent changes which occurred on the roadway primarily due the installation of the bike lanes and road diet between Imperial Hwy and Gardendale Street, where there was a reduction in travel lanes from 2 to 1 per direction as well as the installation of bike lanes and the center to a left turn lane. The characteristics of the roadway between Gardendale Street and Imperial Hwy were, therefore, changed even more dramatically from their previous condition. The City’s consultant completed the E&T survey updates and, as shown on the staff report, only one change is proposed along the 8 segments on Brookshire Avenue which is to reduce the existing 35 mph posted speed limit between Florence Avenue and Cherokee Avenue from 35 mph to 30 mph. The remaining seven segments will retain their existing posted speed limits. Discussion followed. MINUTES OF THE PUBLIC WORKS COMMITTEE May 16, 2019 Page 2 Committee Member Lamkin made a motion that the Public Works Committee recommend the adoption of an ordinance by the City Council of the City of Downey amending Section 3199.10 of the Downey Municipal Code relating to the speed limits for Brookshire Avenue between Gallatin Road and Gardendale Street. The motion was seconded by Committee Member Frey. The vote was unanimously in favor thereof. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Lakewood Blvd. between north of Stewart & Gray Road and south of Cleta Ave. regarding shared parking at the Downey Landing - Residents or Neighborhood Watch Association should take it up with the management of the Downey Landing Shopping Center. 2. Part time turn restriction of eastbound left-turn on Firestone Blvd. onto Myrtle. – staff will investigate. 3. Alameda St. at Downey Avenue – to address traffic safety issues with motorists trying to avoid beating yellow light, add a delayed Red on all direction - staff will investigate. 4. Streetlights out on Firestone Blvd and Downey Avenue (mostly on Firestone Blvd.) 5. Potholes – better compaction so they don’t easily pop out 6. Comment: Difficulty obtaining information from the Water yard staff for a work that was done at 6435 Dos Rios Rd. 7. Urban Forest Management Plan Workgroup meeting is on Tuesday, May 21st at 4:00 PM – a survey regarding trees will go out to residents soon and will also be published on the City website. VI. STAFF COMMUNICATIONS Updates were given on the following: 1. Apollo and Dennis the Menace Parks Ground Breaking 2. Paramount Blvd. between Imperial Hwy and Firestone Blvd. Median Island Project – construction began on 5/13. 3. Northerly half of Paramount Blvd. Water Improvement Project – almost complete. 4. City Council granted authority to advertise at the May 14th meeting: Slurry Seal, Dist 3 and Civic Center Dr. Pavement Rehabilitation Projects. 5. Firestone Blvd. Street Improvement Project between Old River School Road and the west city limit – project has been advertised for construction and bid opening is on 5/23. 6. Woodruff Avenue Fiber Optic Communications and Traffic Signal Upgrades Project – bid opening on June 13. MINUTES OF THE PUBLIC WORKS COMMITTEE May 16, 2019 Page 3 7. City Pedestrian Plan – ongoing 8. South Downey Safe Routes to School Project RFP has been circulated and proposals are due on 6/7. 9. Residential Street Resurfacing Project, Districts 1 and 2 – will start construction shortly. 10. Utilities – 1) rehabilitation of one well on Cecilia Street and still working with the State Water Board to rehabilitate two more wells. 2) Inspection of sewer main lines. 12. Tree Planting Project throughout the City (part of the I-5 Widening Project) – on going. 13. Faded old sign near Rancho Los Amigos and Imperial Hwy – will be replaced soon. 14. Traffic signal upgrade on Paramount Blvd. and Gardendale Street to provide protective permissive left turn phasing on the northbound and southbound directions – is in the works. 15. Gallatin Road at Lakewood Blvd. at the easterly driveway - 20 ft. of red curb will be installed. 16. Florence Ave. and Arrington “Keep Clear” marking has been installed. 17. Rives Ave. – staff will consider installing wayfinding sign instead of regular street name sign. 18. Paramount Blvd. and Firestone Blvd. southwest corner – landscaping and an art piece will be installed in a couple of weeks. VII. NEXT MEETING: June 20, 2019 The Public Works Committee meeting was adjourned at 5:04 P.M.
