On June 11, 2019, the City Council a opte Or inance o. -4 1,wic amen
the City's traffic regulations to authorize the establishment of special parking zones
dedicated • app -based rideshare services. In enacting that Ordinance, the City h
r
naturally prohibited the parking, stopping, •. standing • any vehicle that is not cleal
identified as providing an app -based rideshare service.
The Police Department is recommending the imposition of a parking fine in the amount
of $38.00 (with a penalty for delinquent payment in the amount of $24). This fine is th;s
same as what is imposed for other violations • the City's traffic regulations that pertain
to parking in non -designated zones.

WHEREAS, on June 11, 20119� the City Council of the City of Downey adopted
Ordinance No. 19-1411, which authorized the establishment of special parking zon-
•-• -•
dedicated for app -based rideshare services; and,
WHEREAS, the current parking violation fine schedule oes not inclu•e a
parking penalty for a violation of Section 3197.1(3), as adopted by Ordinance No. 19-
1411 and,
WHEREAS, California Vehicle Code Section 40203.5 requires parking penalties
to be established by the governing body of the jurisdiction where the notice of Violation is
issued.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council of the City of Downey approves th-

dment of the fine schedule for parking violations to include a fine in the amount of
$38 for a violation of DMC 319 7.1(3), as well as a penalty for the delinquent payment of
the fine in the amount of $24.
SECTION 2. That the City Clerk shall certify to the adoption of this Resolution.
