SUBJECT: ACCEPTANCE OF WORK FOR THE FLORENCE AVENUE BRIDGE OVER SAN
GABRIEL RIVER MAINTENANCE AND REPAIR PROJECT, CAPITAL
IMPROVEMENT PROJECT NO. 19-19
That the City Council:
1: Accept work for the Florence Avenue Bridge over San Gabriel River Maintenance
and Repair Project, Capital Improvement Project No. 19-19;
2. Approve final construction contract amount of $132,791; and
3. Authorize Public Works Director/City Engineer to file Notice of Completion with the
Los Angeles County Recorder's office.
On October 23, 2018, the City Council approved the plans and specifications and authorized
staff to advertise for bids for the Florence Avenue Bridge over San Gabriel River Maintenance
and Repair Project. On January 8, 2019, the City Council awarded a construction contract in
the amount of $140,000 to J. McLoughlin Engineering Company, Incorporated.
On April 15, 2019, work commenced and was completed on May 6, 2019. The work consisted
of cleaning out expansion joints and resealing; repairing spalling concrete areas of the bridge
deck; shot blasting the deck; applying a protective coat on the bridge deck; and restriping per
maintenance and repair recommendations of the Los Angeles County Department of Public
Works (LACDPW) after completing its regular inspection and evaluation of the bridge.
During construction, additional work beyond the original scope of the project deemed necessary
resulting in one contract change order in the amount of $267. The additional work included the
obliteration of existing striping prior to application of protective coating on the bridge deck.
The project has been completed in accordance with the approved plans and specifications and
staff recommends that the City Council accept the project as complete,

FISCAL IMPACT
The final cost of the construction contract, including base contract amount, net decrease in
contract quantities and one contract change order is $132,791. The total final cost of the project
is $160,326, which includes design, construction, inspection and contract administration.

shown in the following table:
Savings in the amount of $46,970 will be available for reprogramming.
