On May 14, 2019, the City Council approved the plans and specifications (Attachment A) and authorized staff to advertise for bids for the FY 2018/19 Slurry Seal Project District 3. A total of 41 street segments in City Council District 3 covering a total of approximately 7.1 centerline miles (37,226 linear feet) of roadway have been selected for this project. The streets and limits are shown on the attached Project Street List (Attachment B) and Project Location Map (Attachment C). The project was advertised for bids in the Downey Patriot on May 16, 2019 and May 23, 2019, posted on Planet Bids on May 21, 2019, and published in various trade publications. On June 6, 2019, the City Clerk received and publicly opened five bids ranging from $ $277,706.55 to $370,746.60. The bid results were as follows: *withdrawn The apparent lowest bid was submitted by Doug Martin Contracting Company, Incorporated, however its bid proposal had technical defects including errors in calculating bid items and total bid amount. Consequently, Doug Martin Contracting Co., Inc. requested to withdraw its bid. CAPITAL IMPROVEMENT PROJECT NO. 19-12 FY 2018/19 SLURRY SEAL PROJECT DISTRICT 3 JUNE 25, 2019 PAGE #2 Staff reviewed the bid and verified the errors. Therefore, the lowest responsive and responsible bid, in the amount of $313,425.87 was submitted by All American Asphalt of Corona, California (Attachment D). All American Asphalt has satisfactorily completed similar projects for the Cities of Canyon Lake, La Quinta and Ontario. Its references have been checked and were satisfactory. All American Asphalt's State of California contractor's license is current and active. Finally, All American Asphalt and its subcontractors are registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. Staff recommends that the City Council award a contract to All American Asphalt for the FY 2018/19 Slurry Seal Project District 3, Capital Improvement Project No. 19- 12. Construction is anticipated to begin in August 2019 and be completed in October 2019. Quality of Life, Infrastructure & Parks FISCAL IMPACT The total estimated project cost, including construction contract, contingencies, design, inspection, materials testing, construction management and contract administration is as follows: Funding in the amount of $300,000 is budgeted in the FY 2018/19 Capital Improvement Program broken down as follows. Additional appropriation in the amount of $75,000 is required to cover the estimated total project cost.
