Theatre Plaza Improvements — Capital Improvement Project No. 19-22-1 b. Theatre Courtyard Improvements — Capital Improvement Project No. 19-22-2 c. Library Outlook Improvements Structure — Capital Improvement Project No. 19- 22-3 d. Firefighter's Memorial — Capital Improvement Project No. 19-22-4 2. The Downey Police Station Modernization Project— Capital Improvement Project No. 19-38 In November 2016, the City's voters approved Measure S, an increase 0 2 percen o e transactions and use tax. One half of the projected annual income from Measure S, approximately $4.5 million, was leveraged to secure $50 million in bond proceeds to pay for the much-needed improvements at various City buildings and parks. The City Council has approved implementation of improvement projects at the following facilities: • Fire Stations 1, 2, 3, and 4 • Police Station • City Hall • City Library • City Theatre • Apollo Park • Rio San Gabriel Park • Wilderness Park • Golden Park • Furman Park APPROVE THE PLANS AND SPECIFICATIONS AND AUTORIZE SOLICITATION OF BIDS FOR THE CIVIC THEATRE IMPROVEMENTS (CIP NO. 19-22), AND DOWNEY POLICE STATION MODERNIZATION (CIP NO. 19-38) JUNE 11, 2019 PAGE 2 • Discovery Park • Treasure Island Park • City Public Works and Utilities Facilities • Various Locations (ADA Improvements) • Downtown Parking Structure To date, the design activities related to the Civic Theatre and the Police Station of the Measure S Improvement Program which includes the Theatre Plaza Improvements, Theatre Courtyard Improvements, Library Outdoor Improvements, Firefighter's Memorial, and the Police Station Modernization Project have been completed. Currently, Apollo Park, Dennis the Menace Park, Fire Station 1, and Fire Station 3 are under construction and due to be completed by December 2019. Contracts for reconstruction of Golden Park, Independence Park, and Wilderness Park have recently been awarded and have begun pre -construction meetings. The plans and specifications for the subject projects are complete and the projects are now ready for solicitation of bids. Below is a summary of the scope of work, implementation schedule and other relevant data related to each project: 1. Measure S Project CIP No. 19-22-1 Civic Theatre Improvements — Theatre Plaza Construction related activities are anticipated to begin in August 2019 and to be complete in December 2019 • ADA Curbside drop off and ramp access • Exterior elevator for 2nd floor programming access • Plaza fountain with sculpture Public Sculpture Garden • Interactive Information and Ticket Kiosk 2. Measure S Project CIP No. 19-22-2 Civic Theatre Improvements — Theatre Courtyard Construction related activities are anticipated to begin in August 2019 and to be complete in December 2019 • Level Courtyard for private gatherings • Modernize entrance 3. Measure S Project CIP No. 19-22-3 Civic Theatre Improvements — Library Cafe Shade Structure Construction related activities are anticipated to begin in August 2019 and to be complete in December 2019 Colorful Sail Cover open canopy for all weather enjoyment Reflecting pool with fountains APPROVE THE PLANS AND SPECIFICATIONS AND AUTORIZE SOLICITATION OF BIDS FOR THE CIVIC THEATRE IMPROVEMENTS (CIP NO. 19-22), AND DOWNEY POLICE STATION MODERNIZATION (CIP NO. 19-38) JUNE 11, 2019 PAGE 3 4. Measure S Project CIP No 19-22-4 Civic Theatre Improvements -Firefighter's Memorial Construction related activities are anticipated to begin in August 2019 and to be complete in December 2019 • Commissioned sculpture honoring Downey's firefighters • Relocate Theatre Plaza memorials to Civic Center 5. Measure S Project CIP No. 19-38 Downey Police Station Modernization Construction related activities are anticipated to begin in August 2019 and to be complete in December 2019 • Renovate Men's & Women's Locker Rooms • Renovate Men's & Women's Shower Rooms • Renovate Public Restrooms Efficiency & Adaptability Quality of Life, Infrastructure & Parks The total estimated approved budget for each project is listed below. The budgets include hard (construction) and soft (design, construction management, inspection and testing, as well as program management and administration) costs. A detailed breakdown of project cost summaries will be provided at the time of award of the construction contracts.
