That the City Council:
1. Approve Change Order Nos. 1 and 2 in total amount of $161,639.12 and
additional costs of $53,000 for construction management, inspection, and
materials testing for the Paramount Boulevard Water System Improvement
Project, Capital Improvement Project No. 18-17; and
2. Approve additional appropriation and authorize transfer of $125,000 from Capital
Improvement Program Water Fund Account No. 51-1-8684 to Capital
Improvement Program Water Fund Account No. 51-1-8682 to cover the total
project cost; and
3.- Authorize the Director of Public Works to execute any change orders or
additional scope of work for this project as deemed necessary up to the approved
project budget.

On October 9, 2018, the City Council awarded a construction contract in the amount of
$892,830 to Miramontes Construction Company, Inc. for Paramount Boulevard Water System
Improvement Project from Firestone Boulevard to Florence Avenue, Capital Improvement
Project 18-17. Construction commenced on January 7, 2019.

During the course of constructing the water improvements along Paramount Boulevard, Public
Works staff determined that it would be in the City's best interest to eliminate a dead-end on the
existing water main running along Baysinger Street by constructing a new water main and
connecting it to the existing main on Paramount Boulevard.
Construction of this water main will increase water pressure and flow for domestic and fire
protection purposes and eliminate any potential for water stagnation that otherwise may have
resulted from the dead-end on Baysinger Street.

Due to the proximity of this work to the existing Paramount Boulevard water project, staff has
obtained a favorable unit cost for constructing the additional water improvements. Constructing
these improvements as part of the Paramount Boulevard water project will eliminate the need to
inconvenience the adjacent residents and business owners at a later time. The Paramount
Boulevard project is nearing completion and the City desires to complete the additional water
main improvements along Baysinger Street. Consruction of raised medians and rehabilitation of
pavement along Paramount Boulevard would follow immediately after the water improvements
are completed.
In order to complete the improvements, staff recommends that the City Council approve Change
Order Nos. 1 and 2 in the total amount of $161,639.12; $53,000 in additional construction
management, inspection, and materials testing costs; and appropriation of $125,000 to cover
the resulting increase to the total project cost.

The total estimated cost of the project, including the additional appropriation of $125,000, is
$1,265,000 broken down as follows:
A total of $1,140,000 is currently available under Capital Improvement Program Water Fund
Account No. 51-1-8682 for this project. Additional appropriation and transfer of $125,000 from
Capital Improvement Program Water Fund Account No. 51-1-8684 to Capital Improvement
Program Water Fund Account No. 51-1-8682 is necessary to cover the total project cost of
$1,265,500.
