That the City Council:
Award a contract, in the amount of $845,000.00 to United Storm Water, Inc. r ft
Wilderness Park Ponds —Water& Sludge Removal Project, Cl P No. 15_21 A, and
2. Authorize the Assistant City Manager to execute any change orders or additional scope
of work for this project deemed necessary or desirable up to 10% of the construction
contract amount.

On May 24, 2019 an addendum was issued providing answers to questions by potential bidders.
On May 30, 2019, the City Clerk received and publicly opened two (2) bids in the amounts
$845,000 and $1,242,575, as shown on the attached bid summary (Attachment A). The lowest
responsive and responsible bidder is United Storm Water, Inc. of Industry, California with a bid
in the amount of $845,000. Staff has confirmed that United Storm Water, Inc. possess the
specified contractor license and that the license is current and in good standing. Additionally,
verbal qualification interviews with randomly selected United Storm Water, Inc.'s references
were completed and the responses were all satisfactory.
Below is a summary of the scope of work, implementation schedule and other relevant data
related to each project component:

• Removal of approximately 1 million gallons of sludge (animal and plant by-products)
• Work closely with Wildlife Relocation Specialist to ensure animal, fish, and bird safety
• Secure all permits needed for above activities
• Proper disposal of removed water and sludge
Staff respectfully requests that the City Council award`a construction contract in the amount of
$845,000 to United Storm Water, Inca for the Wilderness Park Ponds— Water& Sludge
Removal Project. Construction will start on August 12, 2019 and be completed on September
27, 2019. The Estimated Project Cost Summary is attached to this report (Attachment C).
Quality of Life, Infrastructure & Parks
The total estimated cost of the project, including construction costs (based on the construction
bid amount and contingencies, inspection, construction engineering and management) is
$969,500.00. The City's 2018-20 Capital Improvement Program Wilderness Parks
Improvements Project utilizing grant funds from RMC and Habitat Conservation Fund, as well as
the $200,000 matching fund from its General Fund (Account Nos. 26-1-7706-0520 and 40-1-
7706-0520).
