SUBJECT: AWARD CONSTRUCTION CONTRACT FOR FIRESTONE BOULEVARD MEDIAN
ISLAND IMPROVEMENT PROJECT, CAPITAL IMPROVEMENT PROJECT NO.
15-14
That the City Council:
1 Award a construction contract in the amount of $1,648,493 to All American Asphalt
for the Firestone Boulevard Median Island Improvement Project from Old River
School Road to the west City limit, Capital Improvement Project No. 15-14;
2. Authorize Public Works Director/City Engineer to execute any change orders or
additional scope of work for this project deemed necessary or desirable up to the
approved project budget.
The Firestone Boulevard corridor is a major arterial highway and is the heaviest traveled east
west corridor within the City, accommodating both regional as well as local traffic. Due to the
significance and function of this corridor, Firestone Boulevard is in need of enhancements
related to safety, infrastructure improvements and beautification between Old River School
Road and the west City limit (Attachment A) in order to bring this portion of the corridor up to
current standards.
On April 23, 2019, the City Council approved the plans and specifications (Attachment B) and
authorized staff to advertise for bids for the Firestone Boulevard Median Island Improvement
Project from Old River School Road to the west City limit, a distance of approximately 0.6 miles,
The project was advertised for bids in the Downey Patriot on April 25, 2019 and May 2, 2019,
posted on Planet Bids on April 29, 2019, and published in various trade publications.
The scope of work includes the following elements:
• Construction of new raised landscaped median islands where they currently do not exist;
• Reconstruction of existing raised median island and replacement of existing landscaping
and irrigation;
• Rehabilitation of asphalt pavement;
• Replacement of pavement striping and markings;

• Miscellaneous repairs of uplifted, damaged or substandard curb, gutter, sidewalk,
driveway approaches and curb ramps;
• Installation of bioswale within median island immediately west of Old River School Road,
• Construction of Americans with Disabilities Act (ADA) improvements,
• Traffic signal modifications at the Old River School Road intersection, and
• Installation of new City entry monument sign at the South Gate City boundary.
The landscaping and irrigation work associated with the proposed median islands will be
completed through a separate project pending a grant from the State Water Resources Control
Board.
On May 23, 2019, the City Clerk received and publicly opened eight bids ranging from
$1,648,493 to $1,999,755. The bid results were as follows:
The lowest responsive and responsible bid in the amount of $1,648,493 was submitted by All
American Asphalt of Corona, California (Attachment C). All American Asphalt has satisfactorily
completed similar projects for the Cities of Aliso Viejo, Downey, Fontana and Moreno Valley.
Their references have been checked and were satisfactory. All American Asphalt's State of
California contractor's license is current and active. Finally, All American Asphalt and their
subcontractors are registered with the California Department of Industrial Relations under the
Public Works Contractor Registration Program for Labor Compliance. Staff recommends that
the City Council award a contract to All American Asphalt for the Firestone Boulevard Median
Island Improvements Project, Capital Improvement Project No. 15-14.
Construction is anticipated to begin in July 2019 and be completed in October 2019.
This project is categorically exempt from the provisions of the California Environmental Quality
Act (CEQA) under Section 15301(c), Existing Facilities and a categorical exclusion was granted
for this project by Caltrans under the National Environmental Policy Act in October 2016.

The total estimated project cost, including construction contract, contingencies, design,
inspection, materials testing, construction management and contract administration is as
follows:
Sufficient funding is available in the Capital Improvement Program to cover all project costs as
shown in the table below:
