04. CIP 19-15-Approve Change Order No 1 for Electric Vehicle Charging Stations-Phase 2

Approve Change Order No. 1 in the amount of $51,470 for the Electric Vehicle Charging Stations Project, Phase 2, Capital Improvement Project No. 19-15; 2. Authorize procurement of two single -port ChargePoint electric vehicle charging stations and related City -furnished materials for this project; 3. Approve additional appropriation in the amount of $71,370 in South Coast Air Quality Management District (SCAQMD) AB 2766 Subvention funds in Account No. 22-1-6736 to cover the estimated total project cost shortfall; 4. Authorize the Director of Public Works to execute any change orders or additional scope of work for this project as deemed necessary up to the approved project budget. As part of the City's ongoing efforts to improve air quality and promote environmental stewardship in our community, over the past four years, the City has installed electric vehicle charging stations (EVCS) at the Civic Center west parking lot, Civic Center south parking lot adjacent to the Library, downtown City -owned parking structure and Barbara J. Riley Community Center. On November 27, 2018, the City Council approved plans and specifications and authorized implementation and installation of six new dual port EVCS at six locations in the City (Attachment A); authorized procurement of six new dual -port ChargePoint EVCS and related City -furnished materials; and approved the appropriation amount of $47,400 in SCAQMD AB 2766 Subvention funds. The project was advertised in the Downey Patriot and published in various trade publications and staff procured the six new dual -port ChargePoint EVCS. On December 20, 2018, the City received 11 bids ranging from $82,000 to $343,750. On January 22, 2019, the City Council awarded a construction contract in the amount of $82,000 to PMK Professional, Incorporated for the Electric Vehicle Charging Stations Project, Phase 2. CAPITAL IMPROVEMENT PROJECT NO. 19-15 ELECTRIC VEHICLE CHARGING STATIONS PROJECT, PHASE 2 MAY 28, 2019 PAGE 2 A construction contract for the subject project was executed between the City and PMK Professional, Incorporated. As part of the contract requirements, PMK Professional was required to obtain electrical permits for installation of the six new dual -port EVCS. However, during the electrical permit plan check process, modifications to the construction plans were required so that the new EVCS would comply with the current Americans with Disabilities Act (ADA) regulations and standards. Consequently, modifications were made to the construction plans and the modifications are summarized as follows (Attachment B): • At Furman Park and Rio Hondo Golf Course, the locations of the EVCS were moved from adjacent to the existing ADA parking stalls to across from the existing ADA parking stalls. The modification resulted in additional conduits, wiring and striping, and minor concrete curb modifications. • At Discovery Park, the location of the EVCS was moved from the westerly to the northeasterly end of the park. Due to the changed location, power will be provided to the new EVCS from an existing electrical pedestal. The changes resulted in additional conduits and wiring, deletion of transformer and subpanel, additional striping and minor concrete curb modifications. • At Independence Park, the ADA compliance requires that the EVCS be installed at parking lot pavement grade resulting in curb modifications, a new access ramp, additional striping and minor concrete curb modifications. • At Wilderness Park and Rio San Gabriel Park, an additional single port EVCS unit__ must be installed at each location to comply with ADA requirements. This will result in additional footings, installation of two single port EVCS, signage, additional conduits, wiring, pull boxes, new wheel stops, additional striping, and new concrete curbs, access ramps and walkways. Subsequently, the plans were approved by the City's Building and Safety Division and PMK Professional obtained the necessary electrical permits for this project. However, the construction plan modifications now require that PMK Professional perform additional work that was not included in the original contract. Staff requested thatPMK Professional provide a quote for the additional work. As agreed with PMK Professional, the additional items of work which already had a bid item and contract unit price in the original contract will be performed at same contract unit prices and adjustments will be made to the contract quantities. PMK Professional also provided quotes for the additional work not included in the original contract. Staff negotiated with PMK Professional and worked to reduce the initial quotes by $10,380. The quote for the additional work not included in the original contract is as follows: New Item Description of Work Qty. Additionally, upon approval, staff will process the change order with PMK Professional and proceed with procuring the two single -port ChargePoint EVCS including service, maintenance, fee collection, reporting and remote communication and other related materials. Additional funding in the amount of $71,370 is required to cover the estimated total project cost. Staff recommends that City Council approve the additional appropriation amount of $71,370 in SCAQMD AB 2766 Subvention funds (Account No. 22-1-6736) to cover the estimated project cost shortfall.
