OF THE CITY OF DOWNEY
The Recreation and Community Services Commission held a Regular Meeting at 4:01 p.m. April 2, 2019 in the
Council Chambers of City Hall, 11111 Brookshire Avenue, Downey, California, Chair Pemberton presiding. Commissioner Rochin led the pledge of allegiance and Chair Pemberton gave the invocation. Present: Chair Pemberton Commissioners Rochin and Cunningham Absent: Vice Chair Wood
Also Present: Pamela J. Passow, Director of Parks and Recreation
Heather Nichols, Administrative Assistant

Chair Pemberton welcomed members and guests.
Written Communications:
1. Approve Commission Minutes: March 5, 2019 March minutes were unanimously approved.
Non-Agenda Public Comment:
Resident Brian Heyman came to speak about the measure s improvements at Furman Park. He is concerned that if lights are put in the ball fields it will negatively impact the surrounding neighborhood.
Commission Business:
1. Municipal code review sections 10110 and 10112
Both sections were unanimously approved by commission.
Presentations: There were no presentations.
Administrative Reports:
1. Administrative Report March
Director Passow reviewed the Department activity report for the month of March.
Commission Member Reports/Discussion: Commission members made the following comments; the City of STEM events were great and the new
recreation guide is very nice. The quality control check lists were brought up, and Director Passow said she would add it to the next agenda. Chair Pemberton raised concerns about new landscaping and drainage issues
at Independence Park.
Director Reports/Discussion:
Director Passow discussed the Measure S updates and showed the commission the new website to
keep current on Measure S related news. Chair Pemberton was concerned about the gauge of fencing used for the new backstops. All user groups have been notified and solutions have been arranged for any and all
affected groups.
