That the City Council approve the scope of work and related specifications and
authorize solicitation of bids for:
1. Water and Sludge Removal at the Wilderness Park Ponds Restoration Project —
Capital Improvement Project No. 15-21A
2. Wildlife Relocation at the Wilderness Park Ponds Restoration Project — Capital
Improvement Project No. 15-21 B
In November 2016, the City's voters approved Measure S, an increase of Y2 percent to
the transactions and use tax. One half of the projected annual income from Measure S,
approximately $4.5 million, was leveraged to secure $50 million in bond proceeds to pay
for the much-needed improvements at various City buildings and parks. The City
Council has approved implementation of improvement, including Wilderness Park.
Included in Wilderness Park is the Wilderness Park Pond Restoration Project. The
project consists of restoring 2.5 acres of wetlands habitat at two existing ponds at
Wilderness Park, which is adjacent to the San Gabriel River. The project will improve
the ponds by replacing invasive plant species with natives, installing a naturalized
hardened shoreline and a new aeration system to improve water quality, restoring
wetland habitat for native species, animal wildlife and providing respite for migratory
birds. Further, this project includes new trail segments that will enhance access to the
adjacent 28 -mile San Gabriel River Trail and new educational wayfinding signage to
facilitate wetlands and native habitat awareness.
Prior to start of construction, the Wilderness Park Ponds must be drained and cleaned.
Moreover, the native species (wildlife) must be protected and relocated. These

activities are highly specialized therefore, staff has developed scopes of work which
addresses the required rules and regulations and permitting issues.
The scope of work and specifications for the subject project is complete and is now
ready for solicitation of bids. Below is a summary of the scope of work, implementation
schedule and other relevant data related to each project component:
1. Water and Sludge Removal
Water and Sludge Removal related activities are anticipated to begin in August
2019 and to be complete in October 2019
• Approximately 1 million gallons of water removal
• Approximately 1 million gallons of sludge removal (animal and plant by-
products)
• Work closely with Wildlife Relocation Specialist to ensure animal, fish, and bird
safety
• All permits needed for above activities
• Proper disposal of water and sludge removed
• Estimated cost = $800,000.00
Construction related activities are anticipated to begin in August 2019 and to be
complete in October 2019
• Coordinate with domestic and wildlife bird rescue organizations for
transportation and adoption or release
• Coordinate with turtle rescue organizations for transportation
• Coordinate with bird and turtle sanctuaries for un -releasable wildlife
• Work closely with Water and Sludge Removal Specialist to ensure animal, fish,
and bird safety
• Aerate ponds to ensure fish safety as the water levels drop
• Food for waterfowl
• Food and antifungal medicine for turtles and possible quarantine
• Fish seining and removal
• All permits related to above activities
• Estimated cost = $75,000.00

The City was awarded $1.66 million from the San Gabriel Rivers and Mountains
Conservancy to fund the project. Moreover, $400,000 in matching funds; $200,000
from its General Fund and $200,000 from a grant the City received from the Habitat
Conservation Fund Grant Program have been programmed for the project. These funds
will be utilized to pay for the subject work.
