CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINJE DATE: MAY 14, 2019 That the City Council approve the plans and specifications and authorize solicitation for construction bids for the Civic Center Drive & 3rd Street Pavement Rehabilitation Project, Capital Improvement Project No. 14-13. The City's Pavement Management Information System (PMIS) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The City's PMIS evaluates, ranks and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and other field observations. Street segments earmarked for improvements are identified as priorities based on the condition of the pavement for the given street segment relative to the pavement condition of other street segments throughout the City. The street segments identified as priorities for improvements are either in a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as resurfacing while other street segments identified are deteriorated to a state of disrepair beyond what ordinarily could be handled through routine street maintenance practices and must be reconstructed. Ultimately, the pavement rehabilitation on the street segments will raise the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by twenty years. The asphalt pavement on Civic Center Drive between 3rd Street and Brookshire Avenue and 3rd Street between Civic Center Drive and City Hall are deteriorated to a state of disrepair and must be reconstructed. Staff has completed the preparation of plans, specifications, and a construction cost estimate for the Civic Center Drive & 3rd Street Pavement Rehabilitation Project and this project is now ready for solicitation of construction bids. Approximately 1,100 linear feet of asphalt pavement will be reconstructed under this project. The work consists of removal of existing asphalt concrete pavement, re -grading and compaction of existing aggregate base material, construction of asphalt bus pad, and placement of asphalt concrete pavement base course and rubberized asphalt concrete cap, striping and installation of pavement markings, installation of minor electrical improvements on 3rd Street, removal of CAPITAL IMPROVEMENT PROJECT NO. 14-13 CIVIC CENTER DRIVE & 3RD STREET PAVEMENT REHABILITATION PROJECT MAY 14, 2019 PAGE 2 concrete sign and minor median island modifications at the Civic Center and Brookshire Avenue intersection. In addition, uplifted, damaged or substandard curb, gutter, cross gutters, sidewalk, driveway approaches and curb access ramps will be repaired or replaced in order to comply with the latest Americans with Disabilities Act (ADA) requirements. Construction of the Civic Center Drive & 3rd Street Pavement Rehabilitation Project is anticipated to begin in July 2019 and be completed by September 2019. This project is categorically exempt from the provisions of CEQA under Section 15301(c), Existing Facilities.
