Adopt Reso Approving List of FY 19-20 CIP Projects to be funded by SB1ADOPT RESOLUTION APPROVING OF PROJECTS IN THE PROPOSED FY 2019/2020 CAPITAL IMPROVEMENT PROGRAM TO BE FUNDED BY SENATE BILL 1 (SB1), THE ROAD REPAIR AND ACCOUNTABILITY APRIL .. 2019 ATTACHMENTS I . 0 1 I[OuKel Mmm"I • Iwo] mign AWO W uurernur it I ^pill ZI shortfalls statewide; and WHEREAS, SB1 includes accountability and transparency provisions that will ensure our community in the City is aware of the projects proposed for funding in our community and which projects are in progress or have been completed each fiscal year; and WHEREAS, the City must approve a list of all projects proposed to receive funding fro the Road Maintenance and Rehabilitation Account (RMRA), created by SB1 by Resolution of the City Council including a description and the location of each proposed project, a proposed, schedule for the project's completion, and the estimated useful life of the improvement; and I WHEREAS, the City, anticipates to receive an estimated $1,889,303 in RMRA funding in Fiscal Year 2019/2020 from SB1; and WHEREAS, the funding from SB1 helps the City maintain, rehabilitate and preserve the infrastructure on a number of streets and construct new and repair existing active transportation infrastructure throughout the City this year and hundreds of similar projects into the future; and WHEREAS, without revenue from SB1, the City, would have otherwise been deferring .• for years • the community; and WHEREAS, if the Legislature and Governor failed to act, city streets would have continued to deteriorate, having many and varied negative impacts on our community; and WHEREAS, cities and counties own and operate more than 81 percent of streets and roads in California, and from the moment we open our front door to drive to work, bike to school, or walk to the bus station, people are dependent upon a safe, reliable local transportation network; and WHEREAS, the local street and road system is also critical for farm to market needs, interconnectivity, multimodal needs, and commerce; and WHEREAS, police, fire, and emergency medical services all need safe reliable, roads to react quickly to emergency calls and a few minutes of delay can be a matter of life and death; and WHEREAS, maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduced vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals; and ATTACHMENT A 0 10 0 U-11ci :10 1* Sa WHEREAS, restoring roads before they fail also reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run-off; and WHEREAS ' the proposed S131 project list ' attached herein as Exhibit "A", and overall investment in our local streets and roads infrastructure with a focus on basic maintenance an Q2 materials and practices, will have significant positive co -benefits statewide. The City Council of the City of Downey is approving the list of projects attached herein as Exhibit "A" to be funded in Fiscal Year 2019/2020 with Road Maintenance and Rehabilitation Account revenues. SECTION,2., The City Council Of the City of Downey is approving the list o proje s previously proposed attached herein as Exhibit "B" for Fiscal Year 2018/2019 and adopted projects may utilize Fiscal Year 2019/2020 Road Maintenance and Rehabilitation Account revenues in their delivery.
