Due to the significance and function of this corridor, Firestone Boulevard is in need of enhancements related to safety, infrastructure improvements and beautification between Old River School Road and the west city limit in order to bring this portion of the corridor up to current standards. The Firestone Boulevard corridor between Old River School Road and the west city limit currently experiences a relatively high accident rate due to left -turn collisions at mid -block locations involving traffic entering and exiting driveways and high volume of traffic (approximately 40,000 vehicles per day). Staff evaluated this issue and determined that the construction of raised median islands along the aforementioned limits of the corridor, where median islands currently do not exist, is necessary in order to address this safety issue by requiring left -turns to be completed at adjacent intersections in the form of U-turns. Staff contacted and met with the adjacent property owner throughout the design phase of the project to ensure that they were aware of the proposed median islands and provide an opportunity to give input and comment on the median island layout and openings so that they would not conflict with the property owner's operations and planned future development. In addition, staff coordinated with the property owner to ensure that the off-site improvements to be completed through the entitlement process would not conflict with the proposed improvements. CAPITAL IMPROVEMENT PROJECT NO. 15-14 FIRESTONE BOULEVARD MEDIAN ISLAND IMPROVEMENTS PROJECT APRIL 23, 2019 PAGE 2 DISCUSSION The plans and specifications for the subject project are complete and the project is now ready for solicitation of construction bids. The project covers approximately 0.6 miles of roadway and the scope -of -work for the project includes the following elements: • New raised landscaped median islands where they currently do not exist; • The reconstruction of existing raised median island and replacement of existing landscaping and irrigation; • Rehabilitation of asphalt pavement • Replacement of pavement striping and markings; • Miscellaneous repair of uplifted, damaged or substandard curb, gutter, sidewalk, driveway approaches and curb ramps; • Bioswale within the median island immediately west of Old River School Road, • Americans with DisabilitiesAct(ADA) improvements, • Traffic signal modification at the Old River School Road intersection, and • New City entry monument sign at the South Gate City boundary. The landscaping and irrigation work associated with the proposed median islands will be completed through a separate project pending a grant from the State Water Resources Control Board. Construction work is anticipated to begin in June 2019 and to be completed in December 2019. Quality of Life, Infrastructure & Parks FISCAL IMPACT The total estimated cost of the project is $2,161,851 broken down as follows; The total approved budget for this project in Fiscal Year (FY) 2018/19 Capital Improvement Program is $1,384,609 with funding coming from Repurposed Federal Demo funds, Federal Highway Safety Improvement Program (HSIP) and 1-710 Corridor Early Action Program funds: CAPITAL IMPROVEMENT PROJECT NO. 15-14 FIRESTONE BOULEVARD MEDIAN ISLAND IMPROVEMENTS PROJECT APRIL 23, 2019 PAGE 3 Also shown in the table below are previous FY expenditures, anticipated transfer and additional appropriation of funds.
