That the City Council:
Award a construction contract, in the amount of $91,440.00 to Huntington Beach
Electric, for the Fire Station Modernization Project/Temporary Fire Station
Electrical Improvements, Capital Improvement Project No. 19-37A; and
2. Authorize the Assistant City Manager to negotiate a Change Order with
Huntington Beach Electric to expand the scope of work related to the Temporary
Library facility; and
3. Authorize the City Manager to execute any change orders or additional scope of
work for this project deemed necessary or desirable up to $9,144.00.
At its meeting of March 26, 2019, the City Council approved the plans and specifications
and authorized solicitation of bids for the subject project. On March 28, 2019, and April
4, 2019, the Notice Inviting Bids for this project was published in the Downey Patriot.
On April 11, 2019, the City Clerk received and publicly opened three (3) bids which
ranged from $91,440 to $305,000, as shown on the attached bid summary (Attachment
A). The lowest responsive and responsible bidder is Huntington Beach Electric of
Huntington Beach, California with a bid in the amount of $91,440. Staff has confirmed
that Huntington Beach Electric possess the specified contractor license and that the
license is current and in good standing. Additionally, verbal qualification interviews with
randomly selected Huntington Beach Electric's references were completed and the
responses were all satisfactory.

The original scope of work was for the Temporary Fire Stations and Temporary Library
mobile and storage units located on the east side of Downey Promenade which include
the following:
• The Temporary Fire Station/ Temporary Library Facilities power, lighting and site
security lighting.
• The Temporary Fire Station/Temporary Library Facilities power distribution
including installation of two (2) 75kva outdoor rated transformers and two (2)
200A outdoor panels.
Recently, as result of a need to accommodate Library staff in a temporary facility, a
portable office building was placed behind the Discovery Learning Center. There is a
need to connect electrical power and data service to this temporary office building. The
necessary work can be completed by Huntington Beach Electric. The estimated cost is
$15,000-00.
Work is anticipated to begin in April 2019 and be complete in May 2019. Staff
respectfully requests that the City Council award a construction contract in the amount
of $125,584.00 to Huntington Beach Electric and authorize staff to negotiate a change
order not to exceed $15,000.00 for the work related to the Library Temporary office
building located behind the Discover Learning Center. Work will start in April 2019 and
be completed in May 2019. The Estimated Project Cost Summary is attached to this
report (Attachment B).
Quality of Life, Neighborhood & Infrastructure
The total estimated cost of the project, including construction costs, original and
recommended additional scope of work, design, inspection, construction engineering
and management services, material testing, temporary library facility, FF&E, and
contingencies is $125,584.00. The City's 2018-20 Capital Improvement Program
includes the Fire Stations Modernization Project (Account Nos. 33-1-3301-0520, 33-1-
3312-0520, 33-1-3313-0520, 33-1-3314-0520) and the City Library Modernization
Project utilizing Measure S Funds (Account No. 33-1-3303-0520).
