Award a construction contract in the amount of $2,175,910 to Hardy &Harper, Incorporated for the FY 2018/2019 Residential Streets Pavement Rehabilitation, Capital Improvement Project No. 19-13; 2. Authorize the Public Works Director/City Engineer to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget. Through the City's Pavement Management Information System, variousresidential street segments (Attachments A and B) have been earmarked for improvements and identified as priorities based on the condition of the existing pavement for the given street segments relative to the pavement condition of other street segments throughout the City. These residential street segments identified are either in a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as resurfacing while other residential street segments identified are deteriorated to a state of disrepair beyond what ordinarily could be handled through routine street maintenance practices and must be reconstructed. The pavement rehabilitation on the residential street segments will ultimately raise the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by twenty years. On February 26, 2019, the City Council approved the plans and specifications and authorized staff to advertise for bids for the FY 2018/2019 Residential Streets Pavement Rehabilitation Project (Attachment C). The residential streets programmed for pavement rehabilitation under this project include 42 street segments with a total length of approximately 30,540 feet or 5.8 centerline miles. The residential street pavement rehabilitation consists of reconstruction of failed pavement areas; removal and reconstruction of asphalt concrete base course adjacent to concrete gutters; CAPITAL IMPROVEMENT PROJECT NO. 19-13 FY 2018/19 RESIDENTIAL STREET PAVEMENT REHABILITATION PROJECT APRIL 23, 2019 PAGE #2 cold milling of asphalt pavement, "placement of asphalt concrete leveling course and overlay; replacement of uplifted, damaged or substandard curb, gutter, cross gutters, sidewalk, and driveway approaches; and reconstruction of curb access ramps in order to comply with the latest Americans with Disabilities Act (ADA) requirements. In addition, striping modifications on Gardendale Street will be made to provide westbound to northbound right -turn lanes at the intersections of Gardendale Street at Brookshire Avenue and Gardendale Street at Barlin Avenue as well as the left -turn alignment corrections at the Gardendale Street and Lakewood Boulevard intersection. The project was advertised for bids in the Downey Patriot on March 7, 2019 and March 14, 2019, posted on Planet Bids on March 12, 2019, and published in various trade publications. On March 28, 2019, the City Clerk received and publicly opened eight bids ranging from $2,175,910 to $2,587,000. The bid results were as follows: The lowest responsive and responsible bid in the amount of $2,175,910 was submitted by Hardy & Harper, Incorporated of Lake Forest, California (Attachment D). The engineer's estimate was $2,146,700. Hardy & Harper has satisfactorily completed similar projects for the Cities of Downey, Inglewood, Pasadena and Newport Beach. Their references have been checked and were satisfactory. Hardy & Harper's State of California contractor's license is current and active. Finally, Hardy& Harper and their subcontractors are registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. Staff recommends that the City Council award a contract to Hardy & Harper, Incorporated for the FY 2018/2019 Residential Streets Pavement Rehabilitation, Capital Improvement Project 19-13. Construction is anticipated to begin in May 2019 and be completed in September 2019. This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities.
