Approve Amendment No. 1 to the Cooperative Agreement with the County of Los Angeles for the Traffic Management Center Upgrade Phase 2, Capital Improvement Project No. 17-14; and 2. Authorize the Mayor to execute Amendment No. 1 to the Cooperative Agreement with the County of Los Angeles in a form approved by the City Attorney; and 3. Authorize the City Manager to execute any and all future amendments to said Cooperative Agreement in a form acceptable by the City Attorney. The City is in the process of upgrading the Traffic Management Center (TMC). The upgrade is occurring in two phases with the first phase consisting of the video wall replacement, which was completed in 2017. The second phase consists of upgrading the Traffic Control System (TCS). The TCS is a computerized database bf the City's traffic signals. The TCS both stores the signal timing parameters and allows the user to both download and upload the timing data remotely from the TMC. In addition, the status of the signals' operations can be monitored remotely through the system. The TCS also facilitates traffic management, operations and maintenance by providing staff the capability of remote surveillance of signalized intersections throughout the City. The TCS is connected to the TMC via the City's fiber optic communications network. The existing TCS, which was originally installed in 2005 is no longer supported and, therefore, has reached the end of its useful life. In addition, the hardware and communication devices which drive the TCS are outdated. Upon identifying the need to upgrade the TMC video wall, TCS and associated hardware and communication devices, staff met with representatives from both the Los Angeles County Metropolitan Transportation Authority (Metro) and the County of Los Angeles Department of Public Works (County) to seek funding assistance for said upgrades. The County indicated that funding was available to cover approximately 80% of the cost of the TMC upgrade, consisting of unspent grant funds previously obtained through the Metro Call for Projects discretionary CIP No. 14-17, Phase 2 - Traffic Management Center Video Wall Upgrade Project Approve Amendment No.1 April 9, 201 transportation funding process. Subsequently, the County initiated a cooperative agreement with the City for the initial phase of the TMC upgrade (video wall replacement) which specified the terms and conditions of the funding as well as the responsibilities of both parties for the upgrade. Based on the County's direction, the City first proceeded with the video wall upgrade and would subsequently complete the second phase, the TCS upgrade, through a separate project of which the County would also fund 80% through an amendment to the Cooperative Agreement pertaining to the video wall upgrade. MSKGJ►1 Staff has since completed the selection process of the TCS vendor, which consisted of a Request for Proposals (RFP) process and evaluation of demonstration "leave behind" systems of the vendors initiated in 2016. Proposals were received from four vendors (Kimley-Horn, Econolite, Transcore and McCain, Inc.) and were subsequently evaluated by staff based on project understanding, approach and traffic control system capabilities; project team's availability, vendors experience of subconsultants overall quality of the proposal and cost effectiveness. The final scores of the four vendors are as follows: Vendor Score Amount McCain, Inc. 4.34 $248,014 Transcore 4.06 $355,782 Econolite 4.00 $309,628 Kimley-Horn 3.88 $550,900 The firm McCain, Inc. was subsequently selected based on the vendor's traffic control system capability, experience, cost effectiveness and ease of use of vendors system. Based on the proposal received from the preferred vendor, McCain Inc., the estimated cost of the TCS upgrade is $273,000. The TCS upgrade project consists of development of concept and final design plans and specifications, software and hardware procurement and installation, implementation, acceptance testing, documentation and training, one-year warranty and three- year support and maintenance. The final scope -of -work is currently being negotiated with McCain, Inc. The Professional Services Agreement with McCain, Inc. will be brought before the City Council for approval separately within the next few months. Through the proposed amendment (see Attachment "A") to the original County agreement (see Attachment "B") which funded 80% of the first phase of the TMC upgrade, the County will also fund 80% of the cost of the TCS upgrade. Staff recommends the approval of said amendment. Upon the approval of the attached amendment, County staff will forward the amendment to the Board of Supervisors for approval. It is anticipated that the second phase of the TMC Upgrade will be fully operational in September 2019. K CIP No. 14-17, Phase 2 - Traffic Management Center Video Wall Upgrade Project - rove Amendment No. 1 April 9, 2019 Quality of Life, Infrastructure and Parks FISCAL IMPACT The total estimated cost of this project, including procurement of materials, design, installation, integration, testing, documentation, training, contingency and warranty is $273,000. Sufficient funds have been budgeted in the FY 2018-19 Capital Improvement Program, consisting of $54,600 in Gas Tax Funds as the 20% local match in Account No. 30-17834 and $218,400 to be reimbursed by the County in Account No. 26-17834.
