While timely completion of these projects is important, minimal amount of impact to our residents and the programs and services that are offered by the Parks and Recreation Department is of paramount importance. As such, construction activities related to the park projects will be complete in phases. Phase 1 which includes improvements at Apollo Park and Dennis the Menace Park was recently awarded to a contractor. It is anticipated that work will start in June of 2019 and be complete by December of 2019. Phase 2 includes work at Wilderness Park, Golden Park and Independence Park. Phase 2 will commence between June and August of 2019 and will be complete between December of 2019 and March of 2020. Phase 3 includes work at Discovery Park and Furman Park which will start in September'of 2019 and be complete between January and April of 2020. Phase 4 includes improvements at Rio San Gabriel Park and Treasure Island Park (Parking lot improvement only). Phase 4 work will start in April 2020 and be complete by December 2020. a • The plans and specifications for the subject projects are complete and the projects are now ready for solicitation of bids. Below is a summary of the scope of work, implementation schedule and other relevant data related to each project: 1. Measure S Project No. 19-32 Golden Park Improvements Construction related activities are anticipated to begin in August 2019 and to be complete in January 2020 *Community building improvements •ADA accessible path of travel to new amenities •5 new picnic shelters •Rubberized surfacing at play area • 12x20 storage shed •Site built trash enclosure APPROVE PLANS AND SPECIFICATIONS AUTHORIZE SOLICITATION OF BIDS FOR PARKS APRIL 9, 2019 PAGE 3 •Parking lot ADA improvements •Basketball court improvements - new basketball court surfacing, new basketball backboards/nets, 8' high chain link fence around basketball courts •Baseball field improvements - 4' chain link homerun fence, (2) new bleachers at baseball fields *Decomposed granite trail Site furnishing (picnic tables, BBQs, benches, trash receptacles, and drinking fountain) 2. Measure S Project No. 19-35 Wilderness Park Improvements Construction related activities are anticipated to begin in August 2019 and to be complete in March 2020 *Community building and restroom improvements *New restroom building *Parking lot ADA improvements ADA accessible path of travel to new amenities 3 new picnic shelters *Rubberized surfacing at play area +Site built trash enclosure •Site furnishing (picnic tables, BBQs, benches, trash receptacles and drinking fountain) 3. Measure S Project No. 19-33 Independence Park Improvements Construction related activities are anticipated to begin in July 2019 and to be complete in December 2019 *Provide one (1) new detached restroom structure, male & female restrooms (4 fixtures each gender) west of the northeast restroom building adjacent to the northern parking lot. Remove existing playground fall zone material and replace with rubberized surfacing oResurface eight (8) tennis courts Grind and overlay eastern parking lot and restripe •Seal western parking lot and restripe *Minor adjustments to irrigation at proposed improvements 4. Measure S Project No. 19-30 Discovery Park Improvements Construction related activities are anticipated to begin in September 2019 and to be complete in January 2020 *One synthetic turf soccer field (Field 1) APPROVE PLANS AND SPECIFICATIONS AUTHORIZE SOLICITATION OF BIDS FOR PARKS APRIL 9, 2019 PAGE 4 •One natural turf field striped (Field 2) and one natural turf practice field (Field 3) *Irrigation system removal for three (3) soccer fields (Field 1, #2 & 3) *New irrigation at Field #2 and Field #3 *20 -foot high soccer ball containment netting along entire south side of park and along adjacent streets (east side of Field #1 and west side of Field 3) *Upgrade of eight (8) metal halide light fixtures to LED fixtures at Soccer Field #1 and Field #2 *New concrete walk along northern side of soccer fields to create connections to existing sidewalks at the streets *Two (2) 10 x 10 sea boxes along concrete walk at northern side of soccer fields *Trash enclosure at north-eastern end of park 5. Measure S Project No. 19-31 Furman Park Improvements Construction related activities are anticipated to begin in September 2019 and to be complete in April 2020 *Upgrade Building #1 *New interior & exterior paint *Upgrade Building #2 o New interior & exterior paint o Provide a new T -bar ceiling grid o Existing restrooms to be converted to ADA unisex o Existing carpet tiles to be replaced *Provide one (1) new detached restroom structure, male & female restrooms (4 fixtures each gender) at rear of Building #2 *Remove glulam beams from concrete columns and add six (6) lattice trellis structures to existing columns *Replace irrigation system *Remove and replace turf with sod at Baseball Field #1 and Field #2 *Upgrade primary park entrance flatwork, signage and planting at northern end of parking lot *Replace existing curved backstops with vertical black chain-link fabric backstops at Fields #1 and #2 *Replace galvanized chain-link fabric on foul line and dugout fencing with black chain-link fabric. Existing poles to fence posts to remain *Resurface three (3) tennis courts and convert the eastern most tennis court to an all -sport court •Provide new asphalt parking lot at southern side of park with parking for 22 new stalls *Replace two (2) large picnic shelters with one (1) new large and three (3) new medium size picnic structures *Replace trash enclosure with new CMU enclosure to hold eight (8) roll -off bins APPROVE PLANS AND SPECIFICATIONS AUTHORIZE SOLICITATION OF BIDS FOR PARKS APRIL 9, 2019 PAGE 5 Quality of Life, Neighborhood & Infrastructure The total estimated approved budget for each project is listed below. The budgets include hard (construction) and soft (design, construction management, inspection and testing, as well as program management and administration) costs. A detailed breakdown of project cost summaries will be provided at the time of award of the construction contract.
