I. CALL TO ORDER:
Public Works Committee Chair Frey called the meeting to order at 4:00 P.M.
II. ELECTION OF OFFICERS:
The nomination and election of Committee Chair and Vice-Chair were opened. Committee Members Cotaya and Gendreau were nominated and unanimously elected as Chair and Vice-Chair,
respectively. Mr. Don Fox and Mr. Adam Christin were also introduced as newly-appointed Public
Works Committee members representing Council Dist. 4.
III. CONSENT CALENDAR:
Committee Member Uva made a motion to approve the Minutes of the January 17, 2019 meeting. The motion was seconded by Committee Member Rogers. The Minutes were approved as written.
IV. OLD BUSINESS:
None.
V. NEW BUSINESS:
1. Request for the prohibition of vehicles seven feet or more in height along the east side of the 12100-12200 block of Pangborn Avenue and the north side of the 9700 block of Seaaca Street
Mr. Norris reported that the City received a request from the owner of Kelterite asphalt plant, Mr. John
Smith, located at 12231 Pangborn Avenue. Mr. Smith expressed his concerns regarding the on-street
parking conditions on the subject block of Pangborn Avenue and Seaaca Street due to impacted on-street parking conditions in the area. Kelterite is currently required through a conditional permit to

sweep Pangborn Ave. every day except Sundays and rainy days in order to remove the dirt and other
debris dumped on the street by trucks travelling to and from the asphalt plant. Due to the presence of parked vehicles on the street for extended periods, Kelterite is unable to completely sweep the street
block. Street sweeping signs prohibiting parking on Fridays between 5-9 AM are currently posted on the subject blocks of Pangborn Ave. and Seaaca St. In addition, signs prohibiting the parking of vehicles exceeding seven feet in height from 7 AM-7 PM are currently posted on the west side of
Pangborn Ave. and the south side of Seaaca St. to discourage the long-term parking of recreational and commercial vehicles, which has also been reported The existing street sweeping signs have been ineffective primarily due to the fact that the Police Department has not enforced this regulation
consistently given that the street sweeping is being provided by a private company as opposed to the City’s street sweeping vendor.
Staff evaluated this situation and concluded that the removal of the existing street sweeping signs prohibiting parking between 5-9 AM and replacing said signs with signs prohibiting the parking of all
vehicles between 5-8 AM every day except Sundays and holidays would better facilitate Kelterite’s
street sweeping operation since the Police Dept. would be able to enforce this regulation. In addition, staff concluded that the installation of signs prohibiting the parking of vehicles exceeding seven feet
in height along both sides of the subject blocks of Pangborn Ave. and Seaaca St. would be more effective in terms of discouraging the long-term parking of recreational and commercial vehicles on both streets.
Committee Member Fox made a motion to receive and file a request for a change in the parking regulation on the subject blocks of Pangborn Avenue and Seeaca Street as recommended. The
motion was seconded by Committee Member Christin. The vote was unanimously in favor thereof. A work order will be issued to the Public Works Maintenance Division to remove the existing street sweeping signs and the installation of the parking prohibition signs.
VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1. Acknowledgement of the City of Downey App.
2. Install street name sign on Imperial Hwy at Rives Avenue. Staff is currently evaluating options.
3. Suggest posting more visible “No Turn on Red” signage on southbound Lakewood Blvd. at the
I-105 Fwy. on-off ramp intersection. Since this intersection is controlled by Caltrans, the request will be forwarded to them for evaluation.
4. Street name signs on Adoree St. and Samoline Ave. have not been re-installed. VII. STAFF COMMUNICATIONS Updates were given on the following:
1. Feasibility of installing a marked crosswalk on Lakewood Blvd. at Gotham St. - staff is currently evaluating.
2. Repainting of “Keep Clear” markings, weather permitting, on Florence Ave at Arrington Ave.
3. Installation of a stop sign on Smallwood Ave. and Dinsdale St. - work order has been issued to
the Maintenance Division for installation, which will be completed when the weather clears up.

4. All permit signs have been removed from the City-owned parking lot at the southeast corner of La
Reina Ave. at 2nd St. at and have been replaced with 2-HR parking signs.
5. Paramount Blvd. Median Water Improvement Project between Imperial Hwy and Firestone Blvd.-
under construction.
6. The construction contract for the median island project on Paramount Blvd. between Imperial Hwy. and Firestone Blvd. was awarded on 2-12-19.
7. The construction contracts for the other median island projects on Firestone Blvd. between Old River School Rd. and the west city limit as well as on Paramount Blvd. between Firestone Blvd.
and Florence Ave. are expected to be awarded by this spring or early summer.
8. Residential Street Repair Project - Council Districts 1 & 2 will be advertised for construction within the next couple of weeks.
9. Concrete Repair Project - Council Districts 2 & 4 will also be advertised for construction soon.
10. Telegraph Road Median Improvement Project is scheduled to be advertised for construction in June.
11. Active Transportation Program - Citywide Pedestrian Plan to be awarded by the City Council end of March 2019.
12. South Downey’s Safe Route to School Program - only one proposal was received for the professional services for this project. The RFP will be recirculated next week in order to obtain
more responses.
13. Pavement Resurfacing Project on Tweedy Ln from Florence Ave. and Suva St. - expected to be
under construction by late June.
14. Old River School Road Resurfacing Project - expected to be under construction by July.
15. New City-standard entry monument sign has been installed on Florence Ave. immediately east
of the I-605 Fwy. Old monument signs at all City entrances will be replaced in the next two
years.
16. Water main replacement project on Stewart & Gray Rd. and Hall Rd. - start of construction will
be towards the end of March.
17. Rehabilitation of one of the wells on Stewart & Gray Rd. - has been completed. VII. PUBLIC COMMUNICATIONS
