Adopt the attached Resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPOINTING MEMBERS TO THE URBAN FOREST MANAGEMENT PLAN WORKGROUP; and 2. Appoint five members from the community to the Workgroup, T—roTIM =M I The City of Downey manages and maintains over 16,000 urban trees. These inclu trees located on street parkways, parks, medians and City -owned facilities. The Ci has a varied tree canopy of several species that range in age from a couple of years well over 60 years. Each tree requires a different level of maintenance depending size ' maturity and species. Currently, the City does not have a tree management pl to address tree selection guidelines for urban areas and standard urban tr care. Such a plan would benefit the City by helping reduce long-term maintenan costs and providing a standard community tree palette. I On November 13, 2018, the City Council approved an agreement with u e or t e preparation of an Urban Forest Management Plan (UFMP). The Plan will address the following: • Update inventory of existing trees species • Review and update City's tree ordinance and/or policies o Review and update City's tree maintenance standards i Review and update City's tree planting standards lil APPROVAL TO APPOINTEES TO THE UFMP MARCH 26, 2019 PAGE 2 • Identify tree care and maintenance best management practices, establish regular pruning cycles and pest control, yearly tree mitigation plantings • Identify community involvement opportunities • Recommend tree removal and replacement cycle • Review City's tree species inventory and recommend appropriate urban tree palette for residential, commercial and manufacturing zones; open space areas; and streetscape areas • Build consensus and vision from community stakeholders regarding a desirable, achievable, and sustainable future urban forest One of the first tasks necessary in the development and preparation of the Plan is the formation of a workgroups This is part of the public outreach component of the UFMP and required by the CAL Fire grant. The workgroup shall consist of nine members, five of which shall be qualified electors of the City as appointed by the City Council. The City Manager shall appoint four members from the following City departments: two members from Public Works, one member from Community Development and one member from Parks and Recreation. The City Council appointees are as follows: Laura Rodriguez District 1 Pending — District 2 Don Lamkin — District Catherine Pannell -Waters District 4 George Redfox — District 5 The goals of the Workgroup are as follows. - 1 . ollows: 1. Create a vision statement for the Downey Urban Forest 2. Complete a City gap score analysis 3. Finalize questions for the public survey 4. Develop a Master Street Tree Species List 5. Develop short, medium, and long-term goals 6. Identify City department and staff that will be responsible for implementation of various components of the UFMP 7. Develop priority needs to be addressed through public education 8. Develop strategy for public education 9. Review draft and final UFMP document Staff is recommendingadoption of the attached Resolution and approval of appointments of the five members from the community to the Workgroup. 2 RA-PFRU TA�IFITIP MARCH 26,2019 PAGE 3 Staff is estimating that the development and preparation of the UFIVIP, including public outreac process, will take about 12 months to complete. The culmination of the UFMP is for the City to apply and be recognized as a Tree City USA. Quality of Life, Infrastructure & Parks Public Engagement FISCAL IMPACT ATTACHMENTS 0 M T -TOT UR rork Me A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNE APPOINTING MEMBERS TO THE URBAN FOREST MANAGEMENT PLA WORKGROUP I WHEREAS, on April 2017, the City was notified by Calfire that its Grant Application was selected for funding for the preparation of an Urban Forest Management Plan; and WHEREAS, the purpose of an Urban Forest Management Plan is to establish guidelines and procedures for the design and implementation of street tree and open space plantings that complement the purpose and intent of the City's Street Tree Ordinance. The Plan shall also establish goals and standards to enhance and maintain the City's tree canopy and develop maintenance guidelines for tree care and protection; and WHEREAS, in keeping with the intent of the Urban Forest Management Plan expressed in the Grant Application, there shall be an Urban Forest Management Plan Workgroup which shall consist of community members and City staff. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF DO EY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Creation. There is hereby created an advisory committee to be known as the "Urban Forest Management Plan Workgroup" ("Workgroup"), for the purpose of developing and preparing the City's Urban Forest Management Plan. The Workgroup shall consist of nine (9) members. The City Council shall appoint five (5) members to the Workgroup who shall be qualified electors of the City and appointed in accordance with the City Charter. The City Manager shall appoint four (4) staff members from the following City Departments: two (2) members from the Public Works Department; one (1) member from the Community Development Department; and one (1) member from the Parks and Recreation Department. All members of the Workgroup shall be voting members. SECTION 3. Term. Members of the Workgroup shall serve until a respective successor is appointed. The membership of a Workgroup member shall be terminated automatically upon the missing of three (3) consecutive meetings and which absences are unexcused. SECTION 4. Chair/Vice Chairpersons, The Workgroup shall elect its Chairperson and Vice Chairperson from its appointed members for a term of one (1) year. SECTION 5. Meetings; The Workgroup shall meet "at the time and place to be determined aed by the V",lorkgroup; All meetings of the Workgroup shall comply with the Ralph M. Brown Act. SECTION 6.- Duties. The purpose of the Workgroup shall be advisory in nature, and its work shall include, but not be limited to collaboration with the City's Consultant and City staff to set the vision and goals and to create an Urban Forest Management Plan that will be implemented upon completion. More specifically, to determine and make recommendations to the City Council regarding the following objectives: 1. Create a vision statement for the Downey Urban Forest. 2. Complete a City gap score analysis. 3. Finalize questions for the public survey._ 4. Develop a Master Street Tree Species List. 5. Develop short, medium, and long-term goals. 6. Identify what City department staff will be responsible for the implementation of various components of the Urban Forest Management Plan. 7. Develop priority needs to be addressed through public education. 8. Develop a strategy for public education. 9. Review the final Urban Forest Management Plan document. SECTION `. Ralph M. frown Act. All Workgroupproceedings shall be open to the public and shall comply with the Ralph M. Brown Act. A quorum of the Workgroup shall consist of five (5) of the nine (9) members. The Workgroup shall keep an accurate record of all documents presented, including agendas, minutes, notices, correspondence, proof of posting, etc. Minutes of the proceedings of the Workgroup and all documents received and reports issued shall be a matter of public record and be made available on the City's official website. The minutes of the meetings of the Workgroup shall be provided to the City Council and placed on the next available regular City Council meeting agenda for informational purposes. SECTION 9.
