PCN3, Inc., FOR THE FIRE STATIONS NUMBER 1 AND NUMBER 3
MODERNIZATION AND EXPANSION PROJECTS (CIP No. 19-37-01 and CIP N
19-37-03) 1
That the City Council:
Award a construction contract in the amount of $7,958,000.00 to PCN3, Inc. fco
the Fire Stations 1 and 3 Modernization and Expansion, CIP No. 19-37-01 an
CIP No. 19-37-03, and I
2. Authorize the City Manager to execute any change orders or additional scope of
work for this project deemed necessary or desirable up to 10% of the
construction contract amount.
At its meeting of January 22, 2019, the City Council approved the plans and
specifications and authorized solicitation of bids for the subject project. On January 31,
2019, and February 7, 2019, the Notice Inviting Bids for this project was published in the
Downey Patriot.
On February 21, 2019 an addendum was issued changing the bid opening date to
March 13, 2019 at 2:00 pm. On March 13, 2019, the City Clerk received and publicly
opened four (4) bids which ranged from $7,958,00 to $8,500,000, as shown on the
attached bid summary (Attachment 1). The lowest responsive and responsible bidder is
PCN3, Inc. of Los Alamitos, California with a bid in the amount of $7,958,000. Staff has
confirmed that PCN3, Inc. possess the specified contractor license and that the license
is current and in good standing. Additionally, verbal qualification interviews with
randomly selected PCN3, Inc.'s references were completed and the responses were all
satisfactory with the exception of one mentioning a case regarding tax issues and
payroll discrepancies which has been dismissed.

Below is a summary of the scope of work, implementation schedule and other relevant
data related to each project:
FIRE STATION 1 MODERNIZATION AND EXPANSION PROJECT;
•Modernized station will be a two-story facility
•New modernized raised floor Command Center and Data Center
•Replacement of three (3) existing dorm rooms, 6 sleeping alcoves in group
dormitory space, gang toilet room, showers and locker room with 13 single
occupancy dorm rooms sharing individual bathrooms at a typical ratio of 1
bathroom for every 2 dorm rooms
*New modernized support spaces including exercise room, dayroom, kitchen, and
separate dining area
Interior improvements to the existing Annex Building
•Refreshed exterior palette of metal panels, aluminum frame windows, and stucco
plus updated building graphics
•Existing Station Area 11,800 sf
•Total New Station Area 13,139 sf
FIRE STATION 3 MODERNIZATION AND EXPANSION PROJECT:
+Modernized station will be a two-story facility
o Enlarged and improved Apparatus Bay
*Replacement of three (3) existing dorm rooms, a single shared bathroom, shower
area and shared locker room with 7 single occupancy dorm rooms sharing
individual bathrooms at a typical ratio of 1_bathroom for every 2 dorm rooms
•New modernized support spaces including exercise room, dayroom, kitchen, and
separate dining area
*Refreshed exterior palette of metal panels, aluminum frame windows, and stucco
plus updated building graphics
*Existing Station Area 3,727 sf
•Total New Station Area 8,191 sf
Staff respectfully requests that the City Council award aconstruction contract in the
amount of $7,958,000 to PCN3, Inc. for the Fire Stations 1 and 3 Modernization and
Expansion Project. Construction will start on May 20, 2019 and be completed on
November 15, 2019. The Estimated Project Cost Summary is attached to this report
(Attachment 3).

The total estimated cost of the project, including construction costs (based on the bid
amount and contingencies, design, inspection, construction engineering and
management services, material testing, temporary facility, FF&E, Station Alerting
System and contingencies) is $10,634,343.00. The City's 2018-20 Capital Improvement
Program includes the Fire Station 1 Modernization and Expansion Project and Fire
Station 3 Modernization and Expansion Project utilizing Measure S Funds (Account
Nos. 33-1-3301-0520 and 33-1-3313-0520).
