CALL TO ORDER: Committee Chair Frey called the meeting to order at 4:10 P.M. II. CONSENT CALENDAR: Committee Member Gendreau made a motion to approve the Minutes of the November 15, 2018 meeting. The motion was seconded by Committee Member Huerta. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Various Project Updates Mr. Norris provided an update on the following Capital Improvement Projects: 1. Safety lighting along the pedestrian path adjacent to the I-5 Fwy. between Cecilia St. and Fairford Ave. is complete. 2. The Florence Ave. bridge over the I-5 Fwy. between Studebaker Rd. and Orr and Day Rd. will be completed by the end of the year. MINUTES OF THE PUBLIC WORKS COMMITTEE January 17, 2018 Page 2 3. Annual Concrete Miscellaneous Repairs/ADA Improvements Project is complete. 4. FY 2018-19 Residential Street Resurfacing Project is complete. 5. Residential Street Repair Project (Cole Street between Brookshire Ave and Birchdale St.) – construction to begin in summer of 2019. 6. Lakewood Blvd. Project between Gallatin Rd. and Telegraph Rd. – complete. 7. Paramount Blvd. Median Island Improvement Project between Imperial Hwy. and Firestone Blvd. – construction to begin in March. In addition, median opening(s) at Warren HS driveways not feasible. 8. Paramount Blvd. Median Improvement Project between Firestone Blvd. and Florence Ave. – construction to begin in summer 2019. 9. Firestone Blvd. Medians Project between Old River School Rd. and West City Limit – will advertise for construction in March with construction to begin in early summer 2019. 10. Traffic signal communications and upgrades on Stewart & Gray Rd. – will advertise for construction this spring with construction to begin in summer 2019. 11. Active Transportation Program - Citywide Pedestrian Plan consultant to be selected by the end of March 2019. 12. South Downey’s Safe Route to School Program – Request for Proposals was released on 1-15-19. 13. Installation of additional Vehicle Charging Stations at five (5) locations: Independence Park, Rio San Gabriel Park, Furman Park, Columbia Memorial Space Center and Rio Hondo Golf Course – bids were opened on 12-20-18 with construction contract to be awarded next week. 14. Lakewood Blvd. at Florence Avenue Intersection - Request for Proposals to be released next week for the environmental and design to widen the intersection to provide double left- turn lanes (northbound and southbound directions) and right turn pocket at the westbound direction on Florence Ave. 15. Paramount Blvd. (Firestone Blvd. to Florence Avenue) Water Improvements Project – miscellaneous service lines, replacement of old hydrants, broken valves and clean-ups – construction is currently under way. 16. Water well projects to bid in the next month or so. 17. Rehabilitation of one of the wells on Stewart & Gray Rd. – complete. 18. Request for proposals for the sewer camera video in the northwest quadrant of the city. MINUTES OF THE PUBLIC WORKS COMMITTEE January 17, 2018 Page 3 19. Hall Road – abandonment of old undersized main, replacement of water valves, finish design of service lines, clean-ups at the Civic Center from Brookshire Ave. to 3rd Street. 2. New Legislation for 2019 The following are the new laws that took effect January 1st 2019: 1. Senate Bill No. 946 prohibits criminal penalties for sidewalk vending while allowing local government to regulate vendors. 2. Traffic Regulation Ordinance recently adopted by the City Council, Chapter 3 of the Municipal Code. 3. Assembly Bill No. 2989 – motorized scooters allows local government to raise the speed of 35 mph or higher on certain streets with special bike lanes. 4. Assembly Bill No. 516 – Temporary license plates - requires auto dealers to issue temporary paper license plates when new cars are purchased rather than current dealer logos to insure all drivers pay the required tolls. 5. Senate Bill No. 1 – Generates additional revenue for the City to rehabilitate more streets by increasing the gasoline sales tax to 12 cents per gallon and diesel fuel tax to 19 cents per gallon and implementing a new highway user’s tax. 6. Senate Bill No. 65 – smoking or injesting marijuana is now prohibited while operating or riding as a passenger in a vehicle. 7. Assembly Bill No. 390 – crossing streets at signalized intersections – allows pedestrians to cross the street while the flashing DON’T WALK symbol is being displayed provided there is a countdown signal which supplements the flashing DON’T WALK signal indicating how many seconds are left for the pedestrian to cross the street. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. No crosswalk on Gotham St. and Lakewood Blvd. Possibility of installing a crosswalk, pavement lights or “Keep Clear” markings. Staff will investigate. 2. Arrington Ave. and Florence Ave – Re-store “Keep Clear” markings or flashing lights. 3. Ackowledgement of the City of Downey App. 4. Follow up on Stop sign installation on Smallwood Ave. and Dinsdale St. 5. Permit Required signage within City-owned parking lot on 2nd and La Reina has not been removed. 6.
