listed on the agenda. It is requested, but not required, that you state your name, address and subject matter upon which you
wish to speak. Please limit your comments to no more than 5 minutes. Pursuant to the Brown Act, no discussion or action,
other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the
Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be
removed. Removed items will be considered following approval of the Consent Calendar.
1. APPROVE MINUTES: Special and Regular Meeting Minutes of February 12, 2019: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 331146 — 331523; Payroll Wire Nos. 30003845 and 30003850
— 30003852; and, Manual Wire Nos. 1801 — 1810, in the total amount of $3,255,430.39: Finance.

3. FISCAL YEAR 2018/19 RESIDENTIAL STREETS PAVEMENT REHABILITATION PROJECT:
APPROVE PLANS AND SPECIFICATIONS; AND, AUTHORIZE SOLICITATION FOR BIDS
(CAPITAL IMROVEMENT PROJECT NO. 19-13): Public Works.
4. CIVIC CENTER DR. AND HALL RD. WATER SYSTEM IMPROVEMENT PROJECT: APPROVE
PLANS AND SPECIFICATIONS; AND, AUTHORIZE SOLICITATION FOR BIDS (CAPITAL
IMPROVEMENT PROJECT NO. 19-18): Public Works.
5. APPROPRIATE $35,000 FROM THE ASSET FORFEITURE FUND TO PURCHASE A POLICE
SERVICE DOG, TO TRAIN THE DOG AND THE HANDLER, AND TO PURCHASE RELATED
EQUIPMENT: Police.
6. APPROPRIATE $24,647 IN EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT
FUNDS FOR FISCAL YEARS 2017-2019: Police.
7. AUTHORIZE THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH
FOUR CONTRACTORS: ARTNET, ATSNET, MICHAEL ALBELO AND ML STAFFING, LLC. TO
PROVIDE INFORMATION TECHNOLOGY SUPPORT AND MAINTENANCE FOR CITYWIDE
COMPUTER AND NETWORK SERVICES: Finance.
8. ADOPT RESOLUTION NO. 19- . A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPOINTING BLANCA PACHECO, COUNCIL MEMBER AS THE
REPRESENTATIVE AND CLAUDIA FROMETA, COUNCIL MEMBER, AS THE ALTERNATE
AND ANIL H. GANDHY, DIRECTOR OF FINANCE AND INFORMATION TECHNOLOGY, AS THE
SUBSTITUTE ALTERNATE REPRESENTATIVE TO THE GOVERNING BOARD OF THE
INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY (ICRMA): Administration.
9. ADOPT RESOLUTION NO. 19- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY APPROVING PARCEL MAP NO. 73819 (11215 LAKEWOOD BLVD):
Public Works.
10. ADOPT RESOLUTION NO. 19- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING PARCEL MAP NO. 74429 AND AGREEMENT WITH THE
SUBDIVIDER FOR CONSTRUCTION OF SUBDIVISION PUBLIC IMPROVEMENTS (7441 THIRD
ST): Public Works.
11. ADOPT RESOLUTION NO. 19- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ORDERING PREPARATION OF THE ENGINEER'S REPORT IN ACCORDANCE
WITH ARTICLE 4 OF CHAPTER 1 OF THE "LANDSCAPING AND LIGHTING ACT OF 1972",
BEING DIVISION 15, PART 2 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA FOR THE MAINTENANCE, OPERATION AND SERVICING OF STREET AND
PUBLIC FACILITY LANDSCAPING, LIGHTING, TRAFFIC SIGNALS AND APPURTENANT
WORK IN THE CITY OF DOWNEY FOR THE FISCAL YEAR COMMENCING JULY 1, 2019 AND
ENDING JUNE 30, 2020: Public Works.
12. ADOPT RESOLUTION NO. 19- . A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING THE CITY'S CONFLICT OF INTEREST CODE WHICH
INCORPORATES BY REFERENCE THE FAIR POLITICAL PRACTICES COMMISSION'S
STANDARD MODEL CONFLICT OF INTEREST CODE: City Clerk.
