Award a contract to "BTI Communications" in the amount of $147,606.11 for the purchase and installation of the equipment necessary to replace the video surveillance system for the Police Department, City Hall, and City Library complex. 2. Authorize allocation of $150,000 from the General Fund Reserves to fund the Upgrade/Replacement of Closed Circuit Surveillance System for the Police Department and City Hall Complex. 3. Authorize the City Manager to execute the Agreement between the City of Downey aff-i BTI Communications. The Police Department currently manages a closed circuit video surveillance system that includes approximately 60 cameras and 4 separate servers. The system is used to monitor activity and assist with providing security in and around the Police Department, City Hall, and the City Library; and the "exchange zone" to the south of City Hall. Surveillance within the Polic�-! The current system routinely experiences system failures, causing the possibility that critical footage may to not be recorded. Due to its age and outdated hardware/software, updating the current system is not feasible. Over the past several months the Department contacted and obtained quotes from three separate vendors to replace/upgrade the system. All vendors are experienced in providing large scale video surveillance systems for businesses and/or government agencies, including Law Enforcement. Each of the three vendors met separately with the Department's Information Technology (I.T.) Team and completed a comprehensive site inspection at the Police Department, City Hall, the Downey City Library, along with the outside public area within the City Hall complex. During the site inspections the I.T. Department's staff explained the specific needs of the department, including details of the coverage areas both inside and outside the buildings, along with video quality and storage requirements. Each vendor was provided site plans illustrating the required coverage areas, along with detailed specifications of the existing system. Over the course of the last few months the Department's I.T. staff worked closely with each vendor, to address their requests for clarifications and information. Three firms, BTI Group, Vector Resources and Covernight Technologies submitted their proposals to the City. Copies of the proposals have been attached to this report. The chart below provides a summary comparison of various features of the proposed systems and different components of each proposal. The City's FY 2018-19 Budget does not include funding for replacement of the Police Department and City Hall Complex surveillance camera system however, it has become necessary to complete the work at this time. As such, staff respectfully requests that the City Council authorize allocation of $150,000 from the General Fund Reserves for the purpose of completing the necessary work. Proposal pricing is based on NJPA contract rates and complies to Prevailing Wage labor rates. The scope of work will include the installation of a new video surveillance system to support a total of 56 IP cameras. Convergint will provide and install 51 new IP cameras, HP POE switches, a server with storage, a wireless radio link, and cabling to 25 cameras throughout the Police Department. The server architecture will consist of one server to function as the directory server and a separate server to function as the archiver which will be equipped with 168TB of raw storage, or 154TB of useable storage in RAID 5. Both servers will be configured with Microsoft Server 2016. Convergint will install, aim & focus all cameras, install new server/storage, provide Genetec licenses and POE switches, and will commission the entire system for a full turn -key solution. Convergint will provide and install Category 6 cabling for 25 cameras at the Police Department. All other cameras to be cabled by others. In addition, Convergint will install the video client on up to four City -provided computers. Convergint will also provide two 2 -hour training sessions on the use of the system. Analytic detection can also be assigned for PTZ cameras, for tracking human/vehicular movement within the cameras field of view, and for detecting motion within PTZ presets. With Ocularis Analytics, complex detection scenarios can be created by linking analotics beh7 events generated by access control and other security systems. Analytics -generated alerts can be pushed automatically to users' video clients, together with a graphical metadata overlay indicating the object or movement that triggered the event.
