MILLIGAN, CHIEFOF i DATE: EDWARD BRYNE MEMORIAL i r • Staff recommends that the City Council appropriate $24,076.00 in Edward Byrne Memorial Justice Assistance Grant funds for Fiscal Years 2018-2020. Bureau of Justice Assistance (BJA) awards grants for use by states and units of local government to improve the functioning of the criminal justice system, with emphasis on violent crimes and serious offenders, and to enforce state and local laws that establish offenses similar to those in the federal Control Substance Act. The Byrne Justice Assistance Grant (JAG) Program is a partnership among federal, state and local governments to create safer communities. The JAG was created in 2004 by Congress to streamline justice funding and grant administration. The grant funding for the 2017 JAG Program was recently released after being delayed for well over one year. Because of that, the department is requesting the funding be appropriated over the course of two budget years (2018-2019 and 2019-2020). Grants may be used to provide personnel, equipment, training, technical assistance, and information systems to support widespread apprehension, prosecution, adjudication, detention, and rehabilitation of offenders who violate such state and local laws. JAG Formula Grant Program has seven (7) "Purpose Areas": 1. Law enforcement programs 2. Prosecution and court programs 3. Prevention and education programs 4. Planning, evaluations, and technology improvement programs 7. Crime victim and witness programs Historically, the Downey Police Department has used JAG to provide the necessary funding for Neighborhood Preservation and Crime Impact, and other activities related to crime suppression and prevention. We recommend that funding continue for these programs. After obtaining the Department of Justice approval, the Downey Police Department is set to receive $24,076.00 with no matching fund requirement.
