CIP No 19-38 - Award Contract to PALP, Inc. for Police Station Imprv Proj-No Parking Lotit --l"1111110 [r TO: • •- i AND MEMBERS OF THE CITY v CITY,'AIANAGER ' • OFFICE OF , JOHN OSKOUI, DATE: 2019 IMPROVEMENTSUBJECT: CAPITAL i„ NO.STATION IMPROVEMENT PROJECT/NORTH PARKING LOT RECONSTRUCTION AWARD OF • iCONTRACT That the City Council: Award a construction contract, in the amount of $213,300.00 to PALP, Inc. dba Excel Paving , for the Police Department Improvement/North Parking Lot Reconstruction- Capital Improvement Project No. 19-38, and 2. Authorize the Assistant City Manager to execute any change orders or additional scope of work for this project deemed necessary or desirable up to 20% of the construction contract amount. At its meeting of January 8, 2019, the City Council approved the plans and specifications and authorized solicitation of bids for the subject project. On January 17, 2019, and January 24, 2019, the Notice Inviting Bids for this project was published in the Downey Patriot. On January 31, 2019, the City Clerk received and publicly opened two (2) bids from Excel Paving and Century Paving as shown on the attached bid summary (Attachment A). The lowest responsive and responsible bidder is Excel paving of Long Beach, California with a bid in the amount of $213,300. Staff has confirmed that Excel Paving possess the specified contractor license and that the license is current and in good standing. Additionally, verbal qualification interviews with randomly selected Excel Paving references were completed and the response were all satisfactory. The scope of work as reflected in the project's plans and specifications consists of relocation of existing perimeter fencing and installation of additional fencing, reconstruction and construction of concrete curb and gutter as well as asphalt concrete pavement, modification to existing irrigation and landscaping and other miscellaneous related work. The attached plan (Attachment B) depicts the above described work. Staff respectfully requests that the City Council award a construction contract in the amount of $213,300.00 to PALP, Inc. dba Excel Paving for the Police Station Improvement Project- North Parking Lot Reconstruction. Construction activities will start on February 25, and be completed on March 22, 2019. The Estimated Project Cost Summary is attached to this report (Attachment C).
